The purpose of this Sources Sought Notice is to survey prospective vendors capable of inspecting, repairing, overhauling, and testing the T62 APU Waterbrake (Kahn Model 101) dynamometer as documented in the attached Draft Performance Work Statement (PWS). The service contractor must be a certified repair facility with a minimum of five years’ experience in the repair, overhaul, and service of dynamometers. The equipment is located at the Corpus Christi Army Depot, Corpus Christi, Texas 78419. Dynamometer(s) Manufacturer: Kahn Dynamometer (Dynamometer ID’s: Kahn Model 101-080-014 & Kahn Model 101-080-022). The applicable NAICS code for this requirement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a Small Business Size Standard of $12.5 million. This acquisition will result in a firm-fixed price contract. This Sources Sought Notice is for informational and planning purposes only. Market research in accordance with FAR Part 10 is being conducted. The result of this market research will contribute to determining the method of acquisition. This is not a Request for Proposal, Request for Quote, or Invitation for Bid. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to make an award as a result of this announcement. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Comments and/or suggestions are encouraged and can be included in your response. Interested businesses shall provide the following information: 1. Company name, mailing address, cage code, point of contact, telephone number and email address. 2. Business size status, e.g., 8(a), Woman Owned or Service-Disabled Veteran-Owned, small business, large business, etc. 3. Appropriate written information and/or data supporting your capability to perform the required effort in accordance with the Performance Work Statement. 4. Answers to the following questions: a. How many years’ experience does your organization have in the repair, overhaul, and service of dynamometers? b. Kahn Industries has ceased the manufacture of Series 101 dynamometers and sales of spare parts for them. How will your organization overcome the lack of support from the original equipment manufacturer? c. What is your estimated time for completion of requirements as stated in the PWS? d. What are your payment/discount terms, if different from Net 30 days? e. What is the warranty coverage? This notice is designed to locate responsible sources that have an interest and capability to fulfill this requirement. If your firm is capable and qualified, send the required response in writing to the primary point of contact indicated within this announcement.
