NOTICE OF INTENT TO AWARD A SOLE SOURCE 21 April 2023 This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This Notice of Intent is not a request for competitive quotes/proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Army Contracting Command - RSA LEAD, Pennsylvania 17201 on behalf of Letterkenny Munitions Directorate (LEMC), intends to award a contract on a sole source basis. This action is in accordance with the Use of Procedures Other Than Competitive Procedures in Title 41 U.S.C. § 1901(a)(1), implemented by FAR 13.501(a)(1)(ii), “Prepare sole source (including brand name) justifications using the format at 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with Title 41 United States Code (U.S.C.) § 1901”. Description of Supply: The Joint Munitions Command (JMC), Letterkenny Munitions Center (LEMC) requires the immediate procurement of a minimum of 500 W110 cable assemblies. The agency plans to award this proposed action as a single-award, Firmfixed Price (FFP) commercial supply contract NSN 6150-01-623-6155. The W110 Cable Assemblies must be built exactly to the specifications of W110 Cable Assemblies. No variation or revisions will be accepted. Contractor Considered for Sole Source Award: is R & D Electronics, Inc., 5501 Highway 431 S Brownsboro, AL 35741-9772 the only source that will be solicited at this time. R&D Inc., is a Small business, CAGE Code 61434, Brownsboro, AL, and is the only manufacturer, capable of providing the requisite amount of W110 Cable Assemblies by the time required to meet the the required minimum needs of the JMC Mission. R&D is the only source that can meet the required schedule, and R&D previously produced multiple W-110 Cable Assemblies in the recent past that are First Article Testing (FAT) certified. Note: Solicitation PANSRA-23-P-0000 007267 The Agency notes that this new, proposed sole source procurement will not impact the procurement action concerning Solicitation PANSRA-23-P-0000 007267 posted in February which remains active and ongoing. This one-time purchase satisfies merely the Government's minimum need to meet its mission requirement and will enable it to continue with Solicitation PANSRA-23-P-0000 007267, the ongoing five-year, competitive requirements contract.
