This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number PANRSA-21-P-0000 004795 is issued as request for quote (RFQ). The Government reserves the right to award without discussions.The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2020-04. The Government intends to use the policies and procedures of FAR Part 12 in conjunction with those at FAR Part 13 for this effort. The requirement is not a set aside. Offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award. The US Army Contracting Command, Redstone Arsenal, intends to issue a firm fixed price. Product Descriptions is as follows: This acquisition is to Repair and Upgrade the SIPR SystemDescription: Upgrade of 2x Trusted Care UserGuard systems to SIPRGuard systems and repair/replacement of failing peripherals in existing IPS container. Technician(s) is/are to arrive on site and install the SIPRGuard system(s) into the IPS container(s). Installation will be scheduled following delivery. A U.S. Government or military representative will be required onsite to assist with connecting of network devices before and during the SIPRGuard installation and to handle cryptographic devices per DoD requirements and verify functionality once completed. The place of inspection and acceptance is W50MVJ. FOB is at Destination. Delivery Date: 30 days after contract award or sooner. Evaluation Criteria: The Contractor’s quote must be determined acceptable in terms of the following: a) Quotes shall include all items, including brand name items, as specified in the Purchase Description and in the quantities specified. Quotes shall include delivery terms and conditions. Quotes shall include a unit price, quantity, and extended price for each item listed in the Purchase Description and a total price for all items. Quotes should identify any discounts and/or reductions to established rates or prices. The delivery should occur NLT 30 days after contract award or sooner.. Basis for Award: The Government intends to place an order with a vendor representing the best value to the Government. Best value is the lowest priced technically acceptable quote (LPTA). Lowest Price will be determined based on the Total Price of all items. Delivery shall be no later than 30 days ARO or sooner.
