This Defense Research, Engineering, Science and Technology Development combined sources sought/intent to sole source notice is issued by the Army Contracting Command-Redstone, Space, Missile Defense and Special Programs Directorate (ACC-RSA SMD/SP) in support of the United States Army Space and Missile Defense Command (USASMDC) for the purpose of conducting market research to determine if there are potential sources with advanced technology test and research and development capability to perform the effort as described below. The USASMDC mission is to develop and provide current and future global space, missile defense, and high-altitude capabilities to the Army, joint force, and our allies and partners, to enable multi-domain combat effects; enhance deterrence, assurance, and detection of strategic attacks; and protect the nation. To meet its mission, USASMDC requires specialized engineering, science and technology, analysis, test and fundamental technology research for state-of-the-art systems, operations, hardware and software, and associated technology creation and transition efforts that are only offered by a designated Department of Defense (DoD) University Affiliated Research Center (UARC) (note that USASMDC’s UARC requirements will also encompass engineering and scientific expertise required to identify and mature appropriate technologies and develop operational prototypes, which will include the creation of technology, the development of architectural concepts for rapid transition of maturing technologies to soldiers in the field, analysis of current and planned systems and components, and supporting the test and fielding of systems). It is anticipated ACC-RSA will issue a 12 month base effort with two, 6 month option periods as a sole source single award indefinite-delivery/indefinite quantity (SAID/IQ) contract with cost-plus-fixed-fee and cost reimbursable task orders (TOs) for an estimated contract value of $90 million to Georgia Tech Research Institute/Georgia Tech Applied Research Corporation (GTRI/GTAR), 505 10th St, Atlanta, GA 30318, Cage Code 1FEZ4, which is also known as GTRI/Applied Systems Laboratory (GTRI/ASL), a designated DoD UARC under the authority of Title 10, United States Code, Section 2304(c)(3) (10 U.S.C. 2304(c)(3)) as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii). As a designated UARC, GTRI/ASL is a not-for-profit entity sponsored and primarily funded by the U.S. Government (USG) to address technical needs that cannot be met as effectively by existing USG or contractor resources. Collaborative research partnerships between universities and the USG are vital to national defense and homeland security missions. This notice falls under the North American Industry Classification System (NAICS) Code 541715 with a size standard of 1,250 employees. All interested parties that meet the requirements of this posting, as limited by FAR 6.202(a)(3) (establishing or maintaining alternative sources), can submit a written statement of capability (SOC) no longer than 10 pages in length (5 pages front and back), 12 pitch Arial font, 1 inch margins, and single line spacing, that demonstrates the interested offeror can perform the requirement as described below. The USG will determine whether or not to proceed with an acquisition and, if it does decide to proceed, select the best acquisition strategy that will meet the needs of the USG. DESCRIPTION OF EFFORT: Under the auspices of GTRI/ASL UARC 17 core competences, it is anticipated that the resulting USASMDC GTRI UARC SAID/IQ contract scope of work (SOW) requirements will include conducting fundamental technology research; accomplishing technology insertion planning and execution; developing research and engineering strategies for mitigation of risk in defense systems and technology programs; designing and developing hardware and software models and prototypes and performing technology and engineering analyses (to include systems engineering and systems of systems engineering analyses supporting the design, development, interoperability and testing of hardware and software at the component, subsystem, and system level); and quantifying resultant impacts on composite system performance. Additionally, under the auspices of GTRI/ASL UARC 17 core competences, SOW contractor support will include technical activities such as system research, development, engineering, prototype fabrication, testing, calibration, and data dissemination, and management activities such as program cost tracking, schedule and contractor/subcontractor performance, as well as investigation of changes that may optimize strategic and operational planning (which will include, but are not limited to, nuclear command and control, global strike, information operations, global missile defense, and command, control, communications, computers, intelligence, surveillance and reconnaissance are included). Finally, the SOW will include assistance in identification of technology gaps and conduct fundamental research to fill technology needs will be performed. For illustrative purposes only, representational examples of USASMDC SAID/IQ TO requirements as they relate to the GTRI/ASL UARC core competencies include, but are not limited to: (1) electric fires assessment, analysis, and testing to include analytical and test support of command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems (such as the Warfighter Information Network-Tactical system), Integrated Air and Missile Defense Battle Command System (IBCS), and others that are critical to command and control (C2); (2) analysis and testing of high power laser weapons and high power microwave weapons (to include analytical and test support of subsystems such as the Apache ISR subsystems), precision guided munitions in an electromagnetic environment; (3) technologies critical to position, navigation and timing; (4) sensor systems; (5) cyber defense; and, (6) advanced hypersonic weapon development. On behalf of USASMDC, ACC-RSA SMD/SP intends to issue a sole source SAID/IQ contract with GTRI/ASL as a UARC under the authority of 10 U.S.C. 2304(c)(3) as implemented by FAR 6.302-3(a)(2)(ii). As a DoD-sponsored UARC, GTRI/ASL is a research organization within a university established to provide or maintain essential engineering, research, and development capabilities through a long-term, strategic relationship with DoD and the U.S. Army. In support of the DoD and U.S. Army mission, GTRI/ASL performs the 17 areas of expertise identified listed below as core competencies (see also https://www.gtri.gatech.edu/core-competencies). In light of the NAICS code stated above, interested entities responding to this combined sources sought/intent to sole source notice must demonstrate the essential capabilities, expertise, and experience to address the following 17 core competencies: 1. Basic and applied research, exploratory, and advanced development of Radio Frequency (RF), Millimeter Wave (MMW), Infrared (IR), Electro-Optic (EO) missile sensors, ultraviolet and acoustical airborne and ground sensors, guidance and control systems (including simulation and modeling for design and performance predictions of the complete missile weapon system). 2. Basic and applied research, exploratory, and advanced development of phenomenology analysis tools, measurement methodologies, and instrumentation implementation techniques related to natural and man-made environments. 3. Materials and electronics manufacturing technology to meet the unique requirements of missile system environments for portable, air, and ground-launched applications. 4. Advanced electronics design and packaging for very compact, high performance signal processing, automatic target recognition, and guidance and control subsystems. 5. Next generation photonics components and subsystems for radar control. 6. Computer and physical modeling and analysis of threat systems/subsystems based on sensor spectrum, missile-target geometry, and natural and man-made environmental features. 7. Performance analysis, simulation and modeling of weapon and sensor interactions. 8. System accessibility, susceptibility, and vulnerability analysis, modeling and counter-countermeasure development. 9. Missile endgame modeling and analysis. 10. Hardware-in-the-loop, hybrid, and real-time simulation and analysis of major Army missile systems. 11. Independent evaluation, modeling, and testing of ballistic missile defense phased-array radar systems at the system, subsystem, and component levels. 12. Analysis, modeling, and development of adaptive digital beamforming techniques and technologies for missile defense applications. 13. Prototype and proof-of-principle hardware design and development, including component test fixtures and advanced technology subsystems and systems for missile defense systems. 14. Basic and applied research, exploratory and advanced development in generic databases, networks, software engineering, telecommunications, and information infrastructure. 15. Technical and software developmental activities associated with the Digital Infrared Seeker and Missile Simulation/Georgia Tech Synthetic Imaging simulations (DISAMS/GTSIMS) family of IR missile and systems models. 16. Applied research in technologies affecting sustainment decision processes, secure communications, and communication systems. 17. Analysis, systems engineering, integration, and rapid cyber tool development to address defensive/offensive cyber operations and cyber mission assurance requirements. END OF DOCUMENT
