The U.S. Army Contracting Command - Redstone (ACC-RSA) is issuing this sources sought notice as a means of conducting Market Research to identify potential sources who can complete the platform integration and qualification test efforts necessary to integrate the Improved Turbine Engine (ITE) onto the H-60M aircraft. This engineering and technical services effort will be based on the selected ITE contractor as documented at the ITE Program Milestone B Decision and their Engineering & Manufacturing Development (EMD) engine program. The Contractor's efforts shall include assessment and resolution of integration conflicts between the engine and airframe, analyses to substantiate airworthiness of the ITE and associated hardware and software modifications required to integrate the ITE onto the H-60M (referred to as the ITE Integration A-kit), development and execution of a H-60M system qualification test program for the ITE and ITE Integration A-kit on the H-60M, and development/update of logistics products to support fielding of the ITE and ITE Integration A-Kit. The Government's intent is to award a sole source contract to the Original Equipment Manufacturer (OEM), Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06614-1378, (CAGE CODE: 78286) for this Integration and Qualification effort. The Government does not own the technical data package for the H-60M Black Hawk as it is owned by the OEM. The applicable North American Industry Classification System (NAICS) code is 541715 and the size standard is 1500 employees. The Government will evaluate any responses received to determine if a competitive acquisition strategy is suitable for the procurement. Interested parties who have the capability to provide the requested services should respond to this notice with a capability statement; identification of your business size, socioeconomic status, business CAGE code, and any applicable NAICS code(s) which apply. Additionally, if the requested services have been provided or offered to the Government within the past three years, a description of the services and applicable Government contact info shall be provided. All inquiries related to this Sources Sought Announcement shall be submitted in writing to the above named individuals. Responses will be evaluated to validate the intended acquisition strategy which is to award a new standalone contract effort.
