The proposed contract action is for Information Services Membership Subscription (Counterfeit Subscription) in support of DEVCOM CBC, TACOM, CECOM, and DEVCOM C515R. The U.S. Army Contracting Command – Rock Island intends to award sole source to ERAI, Inc. Market research has been conducted and ERAI, Inc. is the only company able to meet all requirements. Requirements: The characteristics and capabilities of the data information source required to implement the DEVCOM CBC CRM program are contained below. Due to the criticality of components in DoD systems and the prevalence of intellectual property theft occurring to provide sub-optimal parts, the data source must contain information on intellectual property theft and be able to provide intellectual property theft notices. The system must be able to track trending high-risk components in a part database and provide those trends on demand. Additionally, visuals showing the indicators causing the item to be considered suspect would support trainings and alert notices that will be provided to all U.S. arsenals and depots. • Database of counterfeit and/or non-conforming parts. • Database of components, circuit boards and equipment within the electronics market sector. • High risk and counterfeit reporting from government and industry sources. • Contains information on domestic and foreign manufacturers and parts. • High risk, denied or excluded parties (suppliers/customers) and parts. • Contains information on counterfeit parts, suppliers and intellectual property theft. • Data and/or market analysis tools. • Data analysis tools allowing for data exports for external analysis. • Embedded data analysis tools and/or allows for data exports for external analysis. • Counterfeit risk and trend analysis. • Intellectual property theft risk and trend analysis. • Real-time alerts. • Counterfeit and/or non-conforming part alerts. • Complaint and/or dispute alerts. • High-risk part alerts. • Intellectual property theft alerts. • Bill of material/assembly cross checking against high risk parts. • Analysis tools to identify replacements, to include supplier sources, for counterfeit parts. • Training pertaining to the visual indicators of counterfeit parts. The contract will be Firm-Fixed Price with a one-year period from 30 Sept 2023 to 29 Sept 2024. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice is issued for sub-contracting purposes only.
