This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - Rock Island (ACC-RI), in support of the Combat Capabilities Development Command’s (DEVCOM) Armaments Center, has a requirement for the procurement of a complete MasterCAM software package to support hybrid metal additive manufacturing operations, including: Full 3D machining, Multi-Axis Add On, Post Processor, Machine Simulation, APlus Add-On, and Training. This is a sole source procurement, set aside to a small business operating under NAICS 511210. The size standard for NAICS 511210 is $41.5 million. 2. Requirements: Product Number Description Quantity MCAM-M3D; MasterCAM Mill 3D: Full 3D machining package. Includes Design, Solids, CAD Translators; QTY: 1 MCAM-5X; MasterCAM Multi-Axis Add On: 4 and 5 axis machining toolpath suite added to Mill 3D seat; QTY: 1 MCAM-MPHAAS5XTR; Custom Post Processor: Multi-axis post processor for HAAS TM-1 with TRT160. Will also support any 3/4 axis VMC; QTY:1 MCAM-MACHSIM; MasterCAM Machine Simulation: Machine simulation for HAAS TM-1 custom post processor listed above.; QTY: 1 APLUS-CORE; APlus Add-On for MasterCAM: Requires Mill 3D license from top line to function. Includes suite of additive toolpaths for MasterCAM and Verification.; QTY: 1 SW-OST; MasterCAM On-Site Training Day; QTY: 4 APLUS-TR; Remote APlus Training Day; QTY: 2 2.1 Salient Functional Characteristics: Computer aided manufacturing (CAM) software including all necessary add-ons to support hybrid metal additive manufacturing operations must meet the following salient characteristics: Full 3D machining package including design, solids, and CAD translators Permanent license for install onto standalone laptop work station 4 and 5 axis machining toolpath suite Multi-axis post processor for generating machine language for HAAS TM-1/TRT160 Machine simulation for specific post processor listed above Add-on for additive toolpath generation and verification 2.2 Support Provisions The vendor shall provide for the following in support of DEVCOM Armaments Center: Standard Warranty of 1 year. 3. The U.S. Government (USG) requests a firm fixed-price quote for the items identified in #2. 4. Quoted pricing shall be inclusive of shipping costs. 5. The U.S. Government intends to award a firm fixed-price contract to the responsive and responsible contractor with the lowest priced offer, determined to be fair and reasonable, which meets the terms and conditions to include the delivery schedule. 6. Shipping: 6.1. Vendors are to ensure that the shipping method allows for the ability to track items to their final destination. 6.2. FOB is DESTINATION. 6.3. Delivery is due no later than July 15, 2021. Early delivery is authorized at no additional cost to the Government. 6.4. The Contractor shall invoice in accordance with DFARS Clause 252.232-7003, "ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS" and 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS. 7.2. The contractor is required to use WAWF-RA when processing invoices and receiving reports under this procurement action. Submission of hard copy DD250/invoices will no longer be accepted. The contractor shall register to use WAWF at https://wawf.eb.mil. There is no charge to use WAWF.
