Army Contracting Command - Rock Island (ACC-RI) is looking for interested vendors that can supply a Plasma Table Kit. Interested vendors shall provide evidence of their capabilities and offered products that best fit the identified needs. Response date for interested vendors is: 15 April 2019. At a minimum, interested vendors shall provide the following information with their response: (a) Company Name and POC Name (b) Company CAGE Code/DUNS Number (c) Phone Number (e) Email Address, a list of capabilities and suggested products (f) Warranty information (g) Estimated delivery lead times (h) Rough Order of Magnitude (ROM) (i) and responses to all questions listed below. The Government defines a Plasma Table Kit as consisting of a complete Computer Numerical Control (CNC) Plasma Table (disassembled) and machine torch equipment packaged in two large storage containers. Each storage container shall include adequate foam with cutouts for the individual table components and machine torch equipment to protect the equipment during transportation. This kit will be integrated into Rock Island Arsenal Joint Manufacturing & Technology Center (RIA-JMTC) Metal Working and Machine Shop Set (MWMSS) Shelter units. The MWMSS Shelter is International Standard Organization (ISO) shelter with a gross weight in excess of 26,000lbs fully integrated. The Shelter units provides for a complete mobile metal working station for soldiers in the field. The minimum Government requirements are as follows: PLASMA TABLE: FastCut Icon Scout, 4' x 4' plasma table or equivalent table which meets the following salient characteristics: - Nominal Table Size: 4'x4' - Minimum Table Capacity: 5/8" steel (400 Pounds) - Minimum Travel Speed: 500 ipm - Minimum Cut Speed: 400 ipm - Maximum Slat Spacing: 3" - Maximum Power Requirement: 120VAC, 15amps - Computer Connection: Ethernet - Maximum Setup Time: 5 hours from fully disassembled in storage containers - Shall include an automatic torch height control. - Shall include a magnetic break away torch holder. - Shall be compatible with the Hypertherm Powermax 65 with CPC port. - Shall be compatible with the Hypertherm 15 degree hand torch (Part Number: 059471), 75 degree hand torch (Part Number: 059474), or machine torch (Part Number: 059477). - Shall be able to be disassembled and packaged without cutting or welding and fit into two containers as described on drawings #11B5190177 and #11B5190799 with protective packaging materials for shipment. - Table shall be operated using g-code. - Table shall include software capable of building g-code from .dxf files. - Table shall include any software that is necessary to operate CNC table. - Software shall not require internet access to operate. - Software requirements shall not exceed: -Windows 7. - Processor: Multicore, 2.26 GHz with 3 MB of L2 Cache. - RAM: 4GB. - Video Card: 256 MB, 128-bit interface, DirectX 10.1 support. MACHINE TORCH EQUIPMENT: The Machine Torch must meet the requirements of Drawing #11B5190112. CASE: The above mentioned Kit shall be packaged in two cases as described by Drawing #11B5190177 and #11B5190799. Cases shall include stenciling reading "PLASMA TABLE TRUNK" and "PLASMA CUTTER ACCESSORY CASE". All letters height shall be a minimum of 1.5" on the top, long side of the case. If removable organizer layers are used, each layer shall also have additional stenciling reading "REMOVE ITEMS AND LAYERS INDIVIDUALLY". Stencils shall be black, except over a black background, in which case these shall be 383 Green (Color 34094 per SAE AMS-STD 595). Stencil paint shall conform to A-A-2787 Type I industrial enamel. Each case will require a data plate conforming to Commercial Item Description A-A-50271 Composition A, Class 2 or Composition D. Data plate shall be permanently affixed and legible. PACKAGING/KITTING: Contractors will be expected to provide the above listed equipment packaged into cases with protective foam cutouts. The design of the foam cutouts is the responsibility of the contractor to develop. The minimum requirements for the foam cutouts is as follows: - Foam based organizers shall include recessed storage positions for each component to secure them during transportation. The foam used shall consist of four-pound density cross-linked Polyethylene (XLPE) foam. Wood is not acceptable. - Received storage positions for components will have a different color in the bottom to quickly identify if any parts are missing (i.e. black foam and red pocket bottom). - If utilizing a multiple stacking layering system in the cases, each layer shall have a bottom that is rigid enough to support the components and constructed of a corrosion resistant metal or plastic (no Wood). Any material selected shall be resistant to water, refrigerants, automotive oils, greases, lubricants, fuels including gasoline, diesel fuel, JP-8 and JP-4, alcohols, and cleaning agents. TESTING REQUIREMENTS: A complete fully loaded, Plasma Table Kit will be subject to the following verification testing. - Water Intrusion: each case shall withstand rainfall at a minimum rate of 4in/hr. without water entry. - Impact Resistance: Each storage case shall withstand an impact from a 3 pound steel bar with a cross section no larger than 3/16 x 1-inch and with edge radii no larger than 1/16 inch dropped from a height of 8 feet. The orientation of the bar shall be such that the bar lands narrow end down on each lid. The impact shall not cause penetration to the case, degradation to case functionality, or damage to internal components. - Hot Drop: The fully loaded trunk specified by drawing 11B5190177 shall be heated to 120 degrees and dropped from a height of 6" without any permanent damage or degradation to the storage trunk. The components inside the trunk shall not be damaged or dislodged during testing. - Hot Drop: The fully loaded case specified by drawing 11B5190799 shall be heated to 120 degrees and dropped from a height of 24" without any permanent damage or degradation to the storage case. The components inside the case shall not be damaged or dislodged during testing. - Cold Drop: The fully loaded trunk specified by drawing 11B5190177 shall be cooled to -25 degrees and dropped from a height of 6" without any permanent damage or degradation to the storage trunk. The components inside the trunk shall not be damaged or dislodged during testing. - Cold Drop: The fully loaded case specified by drawing 11B5190799 shall be cooled to -25 degrees and dropped from a height of 24" without any permanent damage or degradation to the storage case. The components inside the case shall not be damaged or dislodged during testing. - Rail Impact: Each fully loaded storage trunk/case shall withstand a single 6 mph impact when tested in accordance with ASTM D5277 without any permanent damage or degradation to the storage trunk/case. The components inside the trunk/case shall not be damaged or dislodged during testing. ADDITIONAL QUESTIONS: (1)What is your companies experience in providing kitted products as described above? (2) Identify if your company is a manufacturer or authorized distributor for the any of the items described above. (3) Does your company have the ability to perform the above identified testing of a fully loaded Plasma Table Kit? Is the capability in-house or do you have to outsource such testing? (4) What is the estimated lead time to provide a Plasma Table Kit? What is your monthly delivery capacity? (5) What is the standard commercial warranty for each component listed above? And what does it cover? (6) What is the Rough Order of magnitude (ROM) or price ranges? Are there any price break points for quantity? (7) If proposing any equivalents to the items above, please provide detail specifications for Government review.
