The Army Contracting Command-Rock Island (ACC-RI) hereby issues Combined Synopsis/Solicitation PANROC-22-P-0000-001846 for the procurement of Aluminum Plates (Photosensitive Anodized) .063" X 21" X 26", 6 Plates Per Box, Matte Finish Per A-A-50271 (Attachment 00002 – Commercial Item Description) in support of the Rock Island Arsenal – Joint Manufacturing and Technology Center. This is a Combined Synopsis/Solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation is being issued in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures. Per FAR 12.302(d), any tailoring to a contract for commercial items shall be by addendum to the contract. Certificate of Conformance is required and must accompany the material when received at the Rock Island Arsenal (Attachment 0003 – Certificate of Conformance). The Government intends to make a firm-fixed-price (FFP) award to the responsive, responsible offeror whose quote conforms to the terms and conditions of the Combined Synopsis/Solicitation requirements and represents the lowest total price. Any resultant purchase order shall be inspected/accepted at destination. Any associated costs pertaining to the delivery of this supply shall be included in the quote unit price (Attachment 0001 – Price Matrix). Delivery Due Date: Within 30 days after contract award. If contractor cannot meet the requested delivery date, please provide the delivery date that can be met. Early Delivery is acceptable and authorized at no additional cost to the Government. The U.S. Army Rock Island Arsenal is a controlled access installation therefore, subcontractors, vendors, or delivery persons who do not possess the below information and other proper identification as required by the Security Office may be denied access to the Rock Island Arsenal. Any delay caused by such denial will be at the contractor’s expense and no time extensions for such delays will be allowed. Contractors will provide escorts for suppliers’ trucks from the perimeter gates to job site when required. Rock Island Arsenal (RIA) Visitor Access Passes are issued to individuals, not companies. All visitors, to include transportation and freight services, official and unofficial, are highly suggested to pre-register at least three (3) business days in advance. Pre-registering visitors allows for the National Crime Information Center-III background check to be conducted before the individual visits RIA, reducing the wait time necessary to complete the check. All visitors shall complete a Visitor Access Request Form. Access Request Forms should be emailed or faxed prior to the delivery. DELIVERY INSTRUCTIONS: ALL TRUCKS SHALL ENTER THROUGH THE MOLINE, IL GATE, WHICH IS LOCATED OFF OF RIVER DRIVE IN MOLINE, IL AND WEST OF I-74. Transportation Service Providers are required to send drivers with proper identification, and who meet all the installation access requirements. The prime vendors need to ensure this information is passed on to any subcontractors and/or transportation providers they may utilize during performance of their contract. Transportation Service Providers are required to send United States Citizens and drivers that will pass applicable background checks, failure to do so can result in warnings or Non-use. Real-ID access implementation is active at Rock Island Arsenal, IL. Individuals using a driver’s license from the states of Minnesota, Missouri, or Washington will have to use a secondary form of Identification to enter U.S. military installations. Additional forms of identification that may be used in conjunction with a state driver’s license are Vehicle Registration with name and address, Veterans Health Identification Card, PIV Card, PIV-1 Card, DHS "Trusted Traveler" Card, U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550), and State of Illinois Firearm Owners Identification (FOID) card. Shipment or delivery to any address other than the "ship to" address designated in the purchase order, Block 15 of the SF1449, may result in a delay in payment. Any change in the "ship to" address must be approved by a written contract modification from the Contracting Officer. Raw material (if applicable) ordered by and delivered to the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) must meet the following requirements to ensure efficient and timely unloading, receipt processing and payment. Materials delivered RIA-JMTC failing to meet the below requirements could be rejected by the Government. Material must be delivered on a flatbed truck. Material must be securely banded to a pallet/skid. Material loads containing multiple heat numbers must palletized and separated by heat number. All raw material must be properly labeled with easy to read tags, and must contain the proper certificates of conformance and certified test results.
