Type: Sources Sought Department: Dept of Defense – Department of the Army Office: U.S. Army Corps of Engineers, Far East District (USACE, FED) CAUTION: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, the FED is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. INFORMATION: Proposed work to be performed under the following North American Industry Classification (NAICS) code 811310 which represents Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. FED is located Outside the Continental United States (OCONUS); therefore, achievement of small business goals is not applicable, and no consideration will be given to Small Business Programs for this requirement. FED anticipates soliciting and awarding a firm fixed price contract, to be procured in accordance with the Federal Acquisition Regulation Part 13. Due to the Status of Forces Agreement (SOFA), this market survey is limited to local vendors with Korean business licenses only. The purpose of this request is to conduct Market Research to identify capable firms interested in meeting the description of services specified below. DESCRIPTION OF SERVICES: The U.S. Army Corps of Engineers, Far East District (USACE, FED) anticipates soliciting 5-year Contract for the operation, maintenance and repair of the Commissary Refrigeration and Heating, Ventilating, and Air Conditioning (HVAC) Systems for The Western/Pacific Region-Korea Zone of the Defense Commissary Agency (DeCA). The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to repair and maintain the commissary refrigeration systems and HVAC systems specified at various locations in Korea, as listed in the schedule and as defined in the PWS, except as specified in Section C-3 as Government furnished property and services. All checks, tests, and calibrations performed under the PWS shall be performed in accordance with best commercial practices to operate the refrigeration system(s) and HVAC system(s) at its most energy efficient level while maintaining display case entering air temperatures, walk-in storage room temperatures, and reach-in storage box temperatures and room environments to include, but not be limited to, recommended control set points, refrigerant levels, oil levels, time delays, pressures, temperatures, voltages, amperages, defrost times, part numbers, oil and refrigerant types, velocities, alarm guard times and temperatures, and operational characteristics. Contractors are required to comply with the most recent version of the following authorities: USFK Environmental Governing Standards (USFK Regulation 201-1), DoD Directive 4715.1 (Environmental Security), DoD Instructions 4715.5 (Management of Environmental Compliance at Overseas Installations), DoD Instruction 4715.8 (Environmental Remediation for DoD Activities Overseas), U.S. Occupational Safety and Health Administration (OSHA) laws, applicable international agreements, and U.S. and ROK environmental laws as appropriate. The period of performance will be one (1) twelve (12) month base year and up to four (4) twelve (12) month option years. Describe your company's experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. What is your company’s current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need do to critical operational mission requirements.
