This is a non-personal services contract to develop and execute a seminar-style certificate on “Governance in Conflict and Post-Conflict Environments: Navigating Great Power Competition on the Ground.” This certificate is designed for Reserve Component Civil Affairs officers (38A and 38G) and includes ten two and a half hours sessions (30 hours total) to help Army officers acquire the knowledge, skills, and expertise necessary for civil affairs and military government operations.
