THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond. Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations. The North American Industrial Classification Code (NAICS) for this requirement is: 541611, Administrative Management and General Management Consulting Service. The related size standard is: $24.5 million. Formal Sources Sought Response Due – 07 November 2024 at 3:00 pm Pacific Time. The US Army Corps of Engineers – Portland District (NWP) Contracting Division is interested in identifying sources for services to perform external recertification and surveillance audits of the single quality management system to ensure NWP’s Engineering and Construction Division (EC) ISO 9001:2015 certification is valid and maintained; and provide ISO 9001:2015 certification/registration of conformity by issuing a new certificate. The Contractor shall perform these services in accordance with the terms of the contract and as defined in this Performance Work Statement (PWS). IAF Standard Industrial Codes, QMS Accreditation Scopes are 28 and 34. See attached draft Performance Work Statement (PWS) for additional information. Any company submitting a response to this sources sought announcement shall provide objective documentation of their capability and qualifications to provide all of the training services. The submission of this information is not to be construed as a commitment by the Government to procure any services. The information derived from this sources sought announcement is to be used for market research and acquisition planning for the future development of a solicitation to meet the requirement for ISO 9001:2015 Certification and Surveillance Audits Submission Instructions: Formal responses to this Sources Sought notice must be submitted electronically (via email) with SUBJECT: Sources Sought: ISO 9001:2015 Certification and Surveillance Audits. Interested parties’ responses to this Sources Sought shall be limited to five (5) pages and shall provide: 1. Company name, DUNS number, street address and point of contact information with phone number and email address as well as confirmation of current SAM registration. 2. Please identify your company’s size status (i.e. Small Business, 8(a) Program Participant, HUB Zone, SDVOSB, WOSB, EDWOSB, or Other than Small Business) effective 31 October 2024 for NAICS 541611, Administrative Management and General Management Consulting Service. 3. Identify qualifications and experience providing ISO 9001:2015 Certification and Surveillance Audits, specifically addressing how your experience and capabilities correlate to the requirements described in the PWS. Additionally, please confirm if your firm is authorized, as a Certifying Body, to issue ISO 9001 certifications for scopes of accreditation in both Code 28, Construction, and Code 34, Engineering Services. 4. Identify current Federal Supply Schedules (if relevant) and expiration date. The information provided will be considered to determine the socio-economic set-aside of the requirement based on responses from capable companies. This Sources Sought Synopsis/Request for Information (SSS/RFI) is issued solely for information and planning purposes and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this SSS/RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this SSS/RFI will not be returned. The Government does not reimburse respondents for any costs associated with submission of the information being requested/received, nor reimburse expenses incurred to interested parties for responses to this SSS/RFI. All documentation shall become the property of the Government. Any information submitted by the respondents to this request for information is strictly voluntary. If respondent’s information contains proprietary data, please clearly mark as such, and restricted or proprietary data will be handled accordingly. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov to have size status considered. Not responding to this notice does not preclude participation in any future solicitation, if one is issued.
