John Day Below-the-Hook Lifting Devices Repair and Recertification
The Government is conducting a Sources Sought/market-research notice, not a request for proposal, to assess industry interest and capability for repair and recertification of John Day Dam powerhouse below-the-hook lifting devices in Rufus, Oregon. Prior Government inspections conducted January 26–28, 2026, found cracks in five lifting devices—including spreader beams and shaft/runner lifting devices—and removed them from service. The contemplated work includes offsite transport to a contractor facility, inventory and NDE, approximately 55 inches of weld repair, removal of defective fabrication/tack welds, load testing at 125% of rated capacity, lead-paint abatement and spot repainting, new nameplates and labels, and return delivery to the powerhouse. The Government contemplates one firm-fixed-price commercial services contract and will assist loading/unloading with the powerhouse gantry crane. Responses are sought from large and small businesses, including specified small-business categories, to inform future acquisition decisions.
