The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to collect data (interested sources) for debris removal (to include Access/Services Roads, Facilities) at Cougar Reservoir, Blue River Reservoir, Detroit Reservoir, Big Cliff Reservoir and Minto Fish Facility, Oregon. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, at a later date. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. Contract Information: CENWP is in the market research phase in an effort to collect data as it applies to interested and qualified sources for debris removal (to include Access/Services Roads, Facilities) at Cougar Reservoir, Blue River Reservoir, Detroit Reservoir, Big Cliff Reservoir and Minto Fish Facility, Oregon. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. 3. Project Description: Debris on or in the Reservoir: Cougar Reservoir, Willamette Valley Project The U.S. Army Corps of Engineers is conducting market research for debris removal at Cougar Reservoir, located by Blue River, Oregon. The principal components of work would include: Debris removal at the Cougar Reservoir, located by Blue River, Oregon. Cougar Reservoir is located approximately 3.5 miles South on Aufderheide Dr./ Oregon Highway 19 from Highway 126 East. Cougar Reservoir has a low elevation boat ramp consisting of gravel and dirt located on the reservoir side of the rock filled dam embankment. The lowest accessible reservoir pool elevation is 1635 feet. Currently there is a log boom that spans the width of the reservoir’s surface east-west at approximately 700 feet South from the low elevation boat ramp. This boom captures floating debris which principally consists logs, snags, slash, uprooted trees and brush from riverbank undercutting, and miscellaneous floating debris Holiday Farm fire. At times, debris moves past the log boom accumulating near dam infrastructure. The amount of debris is unknown, but there are anticipated debris load impacts from recent Holiday Farm fire in the region. The anticipated period of performance is: January 2021 – September 2021. This contract is for the collection and disposal of debris on or in the water of Cougar Reservoir. The intent of this notice is to identify potential vendors to provide debris collection and disposal at Cougar Reservoir. Blue Reservoir is located approximately 2 miles North on Blue River Rd. from Highway 126 East. Blue River Reservoir has a low elevation boat ramp consisting of gravel located on the reservoir side of the rock filled dam embankment at Lucky Boy Viewing Area. Currently there is a log boom that spans the width of the reservoir’s surface Northwest-Southeast at approximately 250 feet Northeast from the low elevation boat ramp. This boom captures floating debris which principally consists logs, snags, slash, uprooted trees and brush from riverbank undercutting, and miscellaneous floating debris from recent Holiday Farm fire. At times, debris moves past the log boom accumulating near dam infrastructure. The amount of debris is unknown, but there are anticipated debris load impacts from recent Holiday Farm fire in the region. The anticipated period of performance is: January 2021 – September 2021. Detroit Reservoir, Willamette Valley Project The U.S. Army Corps of Engineers is conducting market research for debris removal at Detroit Lake located at Detroit, Oregon. The principal components of work would include: Debris removal at the Detroit Lake located at Detroit, Oregon. Detroit Lake is located approximately 60 miles East of Salem, Oregon on Highway 22. Detroit Lake has a low elevation boat ramp located at Mongold Day Use Area, which is approximately 4 miles East on Highway 22 from Detroit Dam. The boat ramp consists of mostly dirt. Currently the log boom is broken and out of service which allows floating debris to accumulate near the dam infrastructure. The floating debris principally consists logs, snags, slash, uprooted trees and brush from riverbank undercutting, and miscellaneous floating debris from recent Beachie Creek fire. The amount of debris is unknown, but there are anticipated debris load impacts from recent Beachie Creek fire in the region. The anticipated period of performance is: January 2021 – September 2021. This contract is for the collection and disposal of debris on or in the water of Detroit Lake. The principal components of work would include: Road clearing and debris removal at the Cougar Reservoir, located by Blue River, Oregon. There are two access roads impacted by the recent Holiday Farm fire. One access road is from the junction of Aufderheide Dr. /Oregon Highway 19 to the intake tower at the top of Cougar Dam and across the Dam to the spillway gates. The second access road is from the junction of Aufderheide Dr. /Oregon Highway 19 to the Cougar Dam Powerhouse located below Cougar Dam. The junction of Aufderheide Dr. /Oregon Highway 19 is located approximately 0.5 miles on Aufderheide Dr./ Oregon Highway 19 from Highway 126 East. The debris at this site primarily consists of rock fall, uprooted and wind fell timber, burned trees and vegetation, and miscellaneous debris. The debris at this site primarily consists of rock fall, uprooted and wind fell timber, burned trees and vegetation, and miscellaneous debris. Detroit Dam is located approximately 55 miles East of Salem, Oregon on Highway 22. There are two access roads impacted by the recent Beachie Creek fire. One access road is located approximately 1.4 miles East of Big Cliff Dam on Highway 22. The second access road is through the front gate of the Detroit Project, across the bridge on the right, then take a right to the top of the dam. The debris at this site primarily consists of rock fall, uprooted and wind fell timber, burned trees and vegetation, landslides, and miscellaneous debris. The amount of debris is unknown, but there are anticipated debris load impacts from recent Beachie Creek fire in the region. The anticipated period of performance is: January 2021 – September 2021. With respect to past experience, responses to this Sources Sought Notice should include a demonstration through references, project lists, or reports, that your company possesses experience completing projects that required: 1. Clearing dead trees, fell trees, and rock or landslides from roads, and infrastructure; and 2. Removal and disposal of debris from government property; and 3. Operating in various inclement conditions and limited access points for the clearance, removal, and disposal of debris affecting roads or infrastructure. With respect to capabilities, responses to this Sources Sought Notice should include answers to the following questions: 1. What type of machinery does your company use to clear, remove, and dispose of dead trees, fell trees, and rock or landslides? 2. Does your company have the ability to clear, remove, and dispose of dead trees, fell trees, and rock or landslides in inclement conditions and limited access points? 3.
