This is an RFQ for a requirement for a “Blanket Purchase Agreement” (BPA) for The United States Army Corps of Engineers (USACE) Portland District. Under this Agreement, only when called by the Contracting Officer, your organization will be requested to provide services to perform Cleaning and Disinfection for the Essayons and Yaquina ships in accordance with the attached Price Schedule and Performance Work Statement. This combined synopsis/solicitation is prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Subpart 13. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2020-04. This procurement is 100% total small business set-aside. The NAICS Code is 561720 - Janitorial Services, with a small business size standard of $19.5 Million. All prospective contractors must be registered in the System for Award Management (SAM) at https://beta.sam.gov/ prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award. The Portland District Contracting Office Small Business Deputy is Ms. Carol McIntyre and can be reached at 503-808-4602. The Period of Performance for this BPA is 03 APRIL 2020 to 02 OCT 2020. The BPA has an ordering period of 6 months from date of award. Questions & Answers Below: Question 1: Can you please clarify what the requirement will be, if any, for inside the staterooms. Answer 1: No work with be performed within the staterooms. Question 2: The RFQ states on section 3: 3.0 PURCHASE LIMITATION: No individual Call under this agreement shall exceed $20,000.00. The BPA Dollar Limit for the ordering period is $60,000.00. Would this mean that the total contract value includes both vessels and cannot exceed $60,000 for all three service calls? Answer 2: The limits in the RFQ are anticipated amounts. A Call could be 1 vessel or both for deep cleaning. Other Call specific information: Regarding Calls for services: It is anticipated that the vessels could be scheduled for cleaning on separate dates and not scheduled for cleanings on the same date, if services for both are issued within one Call. For example: services may be ordered on consecutive dates within one Call to reduce manpower requirements.
