Notice ID:PANNGB27P0000042525

The National Guard Bureau Operational Contracting Division, on behalf of the Air National Guard Surgeon General’s Office, is conducting sources-sought market research for non-personal centralized Clinical Quality Management and Credentialing and Privileging program management services; this is not an RFP and response costs will not be reimbursed. The scope includes managing ePCFs in CCQAS for approximately 2,500 providers across 90+ ANG Wings and Joint Force State HQs, supporting credentialing boards, conducting primary source verifications, administering adverse-action and NPDB continuous-query workflows, providing Clinical Nurse Specialist quality support, and tracking embedded healthcare personnel. The anticipated contract is Firm-Fixed-Price with cost-reimbursable no-fee CLINs for authorized travel and paid primary source verifications, with a 12-month base period plus four 12-month options anticipated to start September 2027. Market research will determine small-business set-aside feasibility under NAICS 541990, and interested firms should demonstrate CCQAS/ePCF, PSV/NPDB, credentialing board/adverse-action, and CQM/CNS experience, along with relevant past performance and any teaming or subcontracting structure. Capabilities statements are limited to three pages and must address company and socioeconomic status, existing contract vehicles, technical capabilities, past performance, and FAR 52.219-14 compliance if subcontracting is contemplated.
