No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this announcement is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future request for quote (RFQ), invitation for Bid (IFB) or Request for Proposal (RFP), if issued. If a solicitation is released it will be synopsized on the government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The Florida National Guard is conducting market research to garner interest and the capabilities of small business firms. This SOURCES SOUGHT NOTICE; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items (SERVICES) suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, etc.) relative to NAICS 81111, Automotive Mechanical and Electrical Repair and Maintenance or comparable NAICS code. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Scope: The service the contractor will provide the FLARNG is executing scheduled services on all pieces of equipment that require services to be performed. Additionally, the contractor will perform field-level maintenance on faults discovered during the scheduled service. Background: The FLARNG has 2,392 scheduled services overdue due to the demands of the COVID-19 response and a manning shortage within the FLARNG maintenance shops. Period of Performance (PoP): The Period of Performance shall be 1 Base Year of 12 months and 3/12-month option years. Place of Performance: The performance of the service will be conducted at two surface maintenance facilities; CSMS in Starke, Fl and FMS 6 in Haines City, FL. The Florida National Guard, USPFO, is seeking potential sources and feedback capable of performing all functions within the “Draft” Statement of Work for Auto Maintenance Repair and Servicing. Contractors with the expertise to successfully perform the requirements outlined in the “Draft” PERFORMANCE WORK STATEMENT attached are encouraged to submit a capability statement. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract. INSTRUCTIONS: 1.
