USPFO P&C - Minnesota is interested in the identification of capable sources to perform radio and television Public Service Announcement (PSA) Services and a hybrid between PSA and paid advertising called Non-Commercial Sustaining Announcement (NCSA) Services, also known as Public Education Program (PEP). The primary objective is to reach the ARNG target demographic of 15-24 year-olds, then 25-35 year-olds. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary in support of the Minnesota National Guard Recruiting and Retention Battalion (RRBN). This requirement is proposed to be a 12-month base, plus four (4) 12-month option periods, if exercised. Attached is a draft performance work statement. This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required supplies & services. THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The small business size standard is $25.5M. To assist the USPFO P&C Minnesota in deciding the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement’s areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company’s areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to decide on a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.
