This is not a Solicitation. This is a Pre-solicitation Notice for commercial items prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation for this notice will be published on https://sam.gov as a Request for Quote (RFQ) around the end of April 2025. Offers in response to this pre-solicitation will not be evaluated. Interested vendors may send capability statements but a response to this pre-solicitation is not required. B. The Virginia Army National Guard will conduct a Youth Camp at the State Military Reservation (SMR), Camp Pendleton, Virginia Beach, VA, during the period July 26-August 1, 2025. Youth attending the camp will require meals throughout the event. C. The Government intends to award a Firm Fixed-Price Contract resulting from the Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 722320 (Caterers) with a business size standard of $9 million. The Product Service Code (PSC) is S203 (Housekeeping – Food, Food Services). This requirement will be a 100% Small Business Set-Aside solicitation, and only qualified offerors may submit quotes. D. The Government will not pay for costs associated with the preparation of a quote in response to the solicitation. E. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current. F. Payments will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. G. Funds are not presently available for performance beyond 14 March 2025. The Government’s obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond March 14, 2025, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
