NOTICE: This Sources Sought notice is being issued for planning purposes only and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This notice does not commit the Government to award a contract based on any responses. Responses to this notice will assist the Government in identifying potential sources for a Small Business Set-Aside for any future solicitations. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought. Responses to this notice will not be returned. DESCRIPTION OF SUPPLIES AND SERVICE: The 104th Fighter Wing is seeking Local Telecommunication Services (LTS) and features supporting the 104th Fighter Wing at Barnes Air National Guard Base in Westfield, Massachusetts. This requirement will re-home existing Local Telecommunication Services that are currently provided on a low-speed time-division multiplexed (LSTDM) circuit with one provided using session initiation protocol (SIP) trunks. All connectivity requirements and features currently transported over the existing LSTDM must be migrated over so that transition can occur without any loss of capability. Site specific equipment connectivity requirements are identified in the Draft Performance Work Statement (PWS), along with required features. This LTS will support the installation 24 hours a day/seven days a week/365 days a year (24/7/365). Potential dates of required Telecommunication Services are 1 April 2024 through 31 March 2029 (5 years). SUBMISSION DETAILS: All interested parties are encouraged to submit a response to this Sources Sought announcement. Responses should address the following questions: 1. Company name, Cage Code/UEI, address, point of contact, phone number, and email address. 2. Identification of whether the company is currently designated as a Small Business IAW FAR Part 19.1. 3. Description of how the company is considered a Wired Telecommunications Carrier. 4. What, if any, risks would hinder industry’s ability to meet the requirements? Capability package responses and questions shall be sent electronically to the primary and/or alternate Points of Contact listed in this Sources Sought notice. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “104 FW Telecommunication Services.” Note that Air Force e-mail filters are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).
