This is a combined synopsis/solicitation for in-person Cardiopulmonary Resuscitation (CPR) and AED Training Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, PANNGB-24-P-0000-02372, constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06, effective 04 December 2023. This procurement is Set-Aside 100% for Small Business. The NAICS code is 611699- All Other Miscellaneous Schools and Instruction with small business size of $16.5M. Basis for award is Price. Past Performance will be evaluated although will be a less significant evaluation factor than Price. The government intends to evaluate quotes and make an award without discussions (except clarifications as described in FAR 15.306(a)). The government intends to issue a single firm fixed price award but may issue multiple awards from this solicitation if it is determined to be in the best interest of the government. The following services are requested in this solicitation: CPR Training Services CLIN 0001: Base Year 1 Job CLIN 0002: Option Year 1 1 Job CLIN 0003: Option Year 2 1 Job CLIN 0004: Option Year 3 1 Job CLIN 0005: Option Year 4 1 Job Description of Requirement: The contractor shall provide four (4) separate CPR (infant, child, and adult), Basic First Aid and AED trainings through an accredited program, such as the American Heart Association or American Red Cross using the most up to date information published, to National Guard Members and child and youth program Volunteers. Travel: Travel expenditures and costs associated with lodging, meals, transportation, and all other necessary incidentals will be the sole responsibility of the vendor and are included in the overall proposed estimate. Location: Bordentown, NJ or Sea Girt, NJ Please reference attached Performance Work Statement (Attachment 1 dated 27Dec2023) and Attachment 3 (dated 3Jan2024) for further information about this requirement. An active registration in the System for Award Management (SAM) is required at the time an offer or quotation is submitted in accordance with FAR 4.1102(a). Please refer to Attachment 2 for the provisions and clauses applicable to this solicitation.
