The 109th Airlift Wing Base Contracting Office, Stratton Air National Guard Base, Scotia, NY 12302 intends to award a firm fixed price contract to replace Building 2 Switchgear, located here at the base. The general scope of work is below. Work will be conducted in strict accordance with contract and all applicable Federal, State, and local laws, regulations, codes, and directives. Estimated Construction Range: Between $25,000 and $100,000. This procurement will be 100% set aside for small business concerns. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238210. Small Business Size Standard for this acquisition is $16,500,000. BUILDING 2 SWITCH GEAR The Contractor shall provide all construction services and materials to replace the existing 120/208 volt 3 phase; 4 wire 800 amp electrical switch gear equipped with an 800 main breaker, located in Building 2. Switch gear that is currently in place is manufactured by Federal Pacific. The switch gear powers the main hangar (Hangar 1), along with all of Building 2 and Building 12. New switch gear must be equivalent or superior in performance and capacity to the current configuration. Photos will be available with solicitation. OPTION #1 – HANGAR 7 FREQUENCY CONVERTER In addition, Contractor shall provide all construction services and materials to replace the existing precision frequency converter in Hangar 7. Existing frequency converter is 90 kVA, 400 Hz equipment manufactured by FCX Systems, Model #PFC072-V-40-FM. New frequency converter must be equivalent, or superior in performance and capacity compared to the existing converter. Converter manufacturer, design and model number must be approved by the COR prior to purchase and installation. Codes and Standards: Purchase and installation of the frequency converter must be compliant with the following codes: a. UFGS 26 35 43; b. MIL-STD-704F; c. NFPA 70 The project will begin 14 days following the Notice to Proceed and completed within 6 months including lead time required for equipment ordering. This is not a solicitation for quotes; solicitation will be posted after April 22, 2020. Date and time for site visit will be set up at that time.
