Description This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 3. Synopsis The 117th Air Refueling Wing (ARW), Alabama Air National Guard, has a requirement to rehab its base cable/satellite system. This requirement is a full and open competition requirement. The North American Industry Classification System (NAICS) Code is 517311 and the Size Standard for Small Business is 1500 employees. The requirement consists of the items listed below: Please provide pricing on the following: 24 Channel HD over Coax Smartbox (14 Dish Channels, 2 in house, 8 OTA) OR EQUAL. 1. 1000.2 Dish 2. Smartbox 16-slot chassis, 2 Receiver Blades with Transcoder, ATSC blade. 3. Smartbox 8 channel Satellite Receiver Blade with Transcoder. 4. Smartbox OTA 8 channel off air blade. 5. Smartbox QAM16 Output Blade. 6. Smartbox blade filler plate. 7. Sonora 4 SPI-20. 8. HDMI to IP Channel Interface (for in house channels). 9. USB to HDMI adapter 1080P Video Graphics. 10. HDMI 6' 11. Laptop for Smartbox System Remote Monitoring. 12. Inline amp for OTA antenna. 13. Installation to include configuring channels for Smartbox, Testing and Burning in equipment, building Smartbox, on site installation of the dish, testing the OTA antenna, removing existing equipment, and up to 8 tech hours on distribution. 14. Evaluation and Award Factors The contractor is required to be registered in the System of Awards Management (SAM) database https://www.sam.gov/SAM/pages/public/index.jsf , and maintain the registration throughout the life of the contract. Determination of Firm Fixed Price awards will be based on Lowest Price Technically Acceptable (LPTA). The following factors will be used to evaluate offers: A) Price and B) Technical. A. Price will contribute substantially to the selection decision. The 117th ARW will evaluate the price information submitted in each offeror's price proposal along with acceptable technical capability. Any other data provided by the offeror with their price proposal that is not required will not be considered or evaluated. B. The failure of an offeror to meet the requirements of a factor or sub-factor will result in an unacceptable rating. Technical will receive one of the ratings listed below: 1. Acceptable: Quote clearly meets the requirements of the solicitation. 2. Unacceptable: The quote does not clearly meet the requirements of the solicitation. 6.
