INTRODUCTION The U.S. Army Corps of Engineers Philadelphia District, 100 Penn Square East, Wanamaker Building, Philadelphia, PA 19107-3390 is the issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to furnish all engineering, design, labor, services, equipment, parts and materials and perform the drydocking and repairs to the SURVEY VESSEL (S/V) H.R. SPIES. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. PROGRAM BACKGROUND Work under this solicitation includes but is not limited to performing tests, trials and other operational performance demonstrations as necessary, fabrication of new hull plating and electrical installations as required. Hot work may be required. All welding under this contract shall be done only by welders who have successfully passed the qualifications test of the ABS, the U.S. Navy or the USCG for aluminum welding. Drydocking is required. Potential bidders shall have an existing ‘Agreement for Boat Repair’ or 'Master Ship Agreement' with the US Army Corps of Engineers or shall be capable of entering into such agreement. A mileage surcharge will be one of the evaluation factors of the solicitation. Accordingly, bids will only be accepted from facilities along the Atlantic Coast of the United States of America from New York, NY to Baltimore, MD. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have personnel that are US Citizens. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 336611 with a Small Business Size Standard of 1,250 employees. The Product Service Code (PSC) is J020. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than five 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
