This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued as a result of this notice will be in a separate announcement. The U.S. Army Corps of Engineers, Baltimore District (CENAB) is contemplating the procurement of a new (not a follow-on) job order contract (JOC), which is an indefinite-delivery indefinite-quantity (IDIQ) contract for construction, and seeking sources capable of servicing the Washington Aqueduct Division (WAD) in Washington, D.C in accordance with the draft statement of work (SOW). The JOC may be multiple-award or single-award, and would have a five-year ordering period with jobs (task orders) accumulating a maximum value of $10M. WAD provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, WAD maintains and operates the Dalecarlia Water Treatment Plant (WTP) and McMillan WTP. Vendors interested in the potential procurement shall submit a brief capabilities statement in one PDF file, no longer than 12 pages. The capabilities statement shall include: 1. Company name, address, point of contact phone number and e-mail address, and CAGE code. 2. Business size in relation to NAICS 237110. 3. Any existing joint ventures, and Mentor Protégés and teaming arrangements. 4. Ability to provide personnel that can pass background checks to access a military base. 5. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. 6. Capability to perform the magnitude and complexity outlined in the SOW (include capability to execute construction comparable work performed within the past 5 years). Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of related project. 7. Experience with JOCs. 8. Experience working in a high security environment. 9. Experience working with pump stations, pressurized water mains, gates, and valves. 10. Experience with performing site work (i.e. grading, drainage and utilities) and constructing, modifying or repairing roadways, walkways, curbs, and gutter. 11. Experience working with SCADA (Supervisory Control Data Acquisition) systems. 12. Experience working with chemical feed systems and storage tanks. 13. Experience working with electrical and heating, ventilation, and air conditioning (HVAC) systems.
