Sources Sought/Request for Information US Army Corps of Engineers, Vicksburg District (MVK) Supply and Installation of HDPE Pipe Liners at various locations in Arkansas, Louisiana, and Mississippi. This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform a fixed price construction contract. The Government will not pay for any information provided as a result of this market survey. The attached DRAFT Statement of Work is for information purposes only and is subject to change. The U.S. Army Corps of Engineers, Vicksburg District (MVK) is planning to solicit/award contracts to experienced source(s) with the capabilities to furnish all plant, labor, materials, and equipment for supplying and installing HDPE Pipe Liners at various locations in Arkansas, Louisiana, and Mississippi. All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. Submission of information should be limited to not more than five (5) pages. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting and the attached Scope of Work to submit a Capability Statement consisting of the information listed below. Appropriate documentation, literature, brochures, and past performance information with references should be included. Past performance documentation shall include contact names, as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. Proof of Small Business Size, i.e. SBA certification for 8(a) and/or HubZone status must also be included. The company's CAGE Code and DUNS number shall be included with the submission. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the areas specified in the Scope of Work. Any brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Vicksburg District in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. After completing its analysis, the Government will determine whether to limit competition among HubZone, Service Disabled Veteran, or 8(a) firms or proceed with competition among all small business firms or full and open competition. Respondents will not be notified of the Sources Sought results. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 50 percent of the cost of the contract, not including the cost of materials, with its own employees. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 326122, Plastics Pipe and Pipe Fitting Manufacturing. The Small Business Size Standard for this requirement is 750 employees. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
