THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD 21702, in support of the Walter Reed Army Institute of Research (WRAIR) Armed Forces Research Institute of Medical Sciences (WRAIR-AFRIMS), intends to award a sole source award to R.C.M. Supplies Limited Partnership, 3/1 Soi Phahonyothin 17 Phahon Yothin, Road, Chatuchak, Bangkok, 10900 THA; in accordance with FAR 13.501(a)(1)(i), as the only responsible source capable of providing brand name Corning Costar products. RCM Supplies Limited is the area distributor assigned by the sole distributor of Corning Costar products in Thailand (A.N.H Scientific Marketing). Provisions and clauses in effect through Federal Acquisition Circular 2024-04 are incorporated. The 215 specific Corning Costar products medical and biotechnical supplies includes plasticware, chemicals, culture media plates, flasks, slides, tubes, racks and tests kits which have been validated prior to use for the cell culture laboratory as primary laboratory supporting various laboratory assays (Plaque reduction neutralization est (PRNT), hemagglutination inhibition assy (HAI), Enzyme-linked immunosorbent assay (ELISA). Also, Corning Costar products are listed in the AFRIMS Stand Operating Procures (SOP). The intended acquisition will be classified under North American Industry Classification Systems (NAICS) 339112, Surgical and Instrument Manufacturing, with a size standard of 1,000 employees. PSC 6515. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to release a solicitation no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to R.C.M.
