REQUEST FOR INFORMATION (RFI) 1.0 RFI TITLE: Edging machine ophthalmic lens 2.0 AGENCY: U.S. Army 3.0 OFFICE: U.S. Army Medical Materiel Development Activity (USAMMDA), Warfighter Deployed Medical Systems PMO (WDMSP). The USAMMDA is the Department of Defense's (DOD) medical product development activity for products designed to protect and preserve the lives of Warfighters. The USAMMDA develops new drugs, vaccines, devices, and medical support equipment that enhance readiness, ensures the provision of the highest quality medical care to the DOD, and maximizes survival of medical casualties on the battlefield. 4.0 LOCATION: Ft. Detrick, MD 5.0 SUBJECT: The USAMMDA is conducting market research to determine whether a commercial solution can be provided to meet requirements for an Edging Machine Ophthalmic Lens. This market research may also assist with the further development and/or refinement of the requirements. 6.0 DISCLAIMER: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained. 7.0 DESCRIPTION: USAMMDA WDMSP has a requirement to modernize ophthalmic lens edging equipment used in field environments in far forward locations around the world. The end item must be small, lightweight, portable, durable, reliable, easily maintainable, and capable of transport and operation in field conditions. Capability should include a throughput sufficient to cut and finish a minimum of 125 jobs (two lenses per job) per day, of CR-39, polycarbonate and/or Hi-index lenses. Multiple periphery finish options are desired, including but not limited to: Hide-a-Bevel, Modified Hide-a-Bevel, Grooving, Faceting, Shelving, and Shallow-bevel required for inserts. The unit should be capable of accepting lens blanks and a patternless option with a frame tracer. Field conditions for transport and operating temperatures will be significantly higher and lower than typical room temperature conditions in laboratories or other fixed facilities. Transport case and equipment lock-down capabilities should ensure the equipment can survive shock, introduced in drops or other jarring during shipping. Equipment must be capable of operating in dusty and humid environments, and is desired to be operable under vibrating conditions, at tilt (non-level) and capable of withstanding salt/fog. Power usage should be minimized, and zero water usage is desired, however minimal water usage may be acceptable. Additional desired attributes are: Diamond-edged blades for minimized wear Power capable of operating at 110-120V/60Hz and at 220-240V/50Hz Capable of accepting lens blanks Patternless option with a frame tracer Overall dimensions no more than 36” x 12” x 12”, outside of carrying case. Or fit within six cubic feet. Maximum 110 lbs. in transport case, excluding vacuum unit, any pumps or compressors, or etc. Configured in a ruggedized, reusable case, to include edger, tools, supplies and accessories for immediate set up and day to day operations Two user manuals per unit Two service manuals per unit (to include wiring diagram, schematics and parts list) Electronic copies of user and service manuals Minimized power usage Minimized maintenance required (preventive or corrective) If unit electronically stores job information, details stored are desired to be user-selectable (to not store PHI/PII). Note electronic storage of job information is not a requested feature. Preplanned process if any future software updates should be anticipated Technical customer support available on-line and/or telephonically Capable of edging a minimum of a 25 millimeter frame B measurement and accept up to an 80 millimeter lens blank.
