Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for Repair Sewer Line to Building 25900, White Sands, NM, 88002. 1. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the need of repairing the sewer line to Building 25900. This project is to replace the existing sanitary sewer handling system for Building 25900 located near the southeast corner of White Sands Missile Range in Otero County New Mexico. The existing interior and exterior sewer piping and septic system have reached their elective design life and must be replaced with up-to-date materials in accordance with applicable codes. The extent of this project includes new interior and exterior sanitary drainage piping to include appurtenances, connections and fittings, new plumbing fixtures, new septic tank, and drain field. All work shall be completed according to the awarded contract period of performance of no later than 90 calendar days after Construction NTP is issued by the Contracting Officer (KO). 2. This acquisition is set aside for HUBZone Small Business under NAICS 237110 (Size Standard $45 Million). The estimated procurement value ranges between $250,000 and $500,000. 3. All work shall comply with State, Local, and Federal laws and regulations, industry and construction codes and standards, manufacturer’s specifications and recommendations, and all contract special provisions, terms, and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation and for being properly bonded and insured in accordance with Federal Acquisition Regulation (FAR) requirements. The intent of this contract is to provide for the construction and completion of the work described. The precise details of performing the work are not stipulated except where considered essential for successful completion. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. 4. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20250008 02/14/2025; Superseded General Decision Number: NM20240008; State: New Mexico; Construction Type: Heavy; County: Otero County in New Mexico, will govern work under this contract. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. 5. An organized site visit will be conducted, with details available in the solicitation. The tentative date for issuing the solicitation is on about 11 July 2025, bid opening is to be determined 11 August 2025 and completing contract performance 90 calendar days after NTP under TBD solicitation number. 6.
