Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for Install Sewer Line to Building 90140, White Sands, NM, 88002. 1. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the need of extending sewer service to Building 90140. This project consists of installing a new 6-inch diameter PVC sewer service line and a new 48-inch diameter concrete service manhole. The work is located on the northwest side of Building 90140 on White Sands Missile Range (WSMR), New Mexico, in Otero County. The project site is approximately 20 miles east of the Main Cantonment. All work shall be completed within the awarded contract period of performance, no later than 60 calendar days after the Construction Notice to Proceed (NTP) is issued by the Contracting O?icer (KO) 2. This acquisition is 100% set aside for Small Business under NAICS 237110 (Size Standard $45 Million). The estimated procurement value ranges between $100,000 and $250,000. 3. All work shall comply with State, Local, and Federal laws and regulations, industry and construction codes and standards, manufacturer’s specifications and recommendations, and all contract special provisions, terms, and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation and for being properly bonded and insured in accordance with Federal Acquisition Regulation (FAR) requirements. The intent of this contract is to provide for the construction and completion of the work described. The precise details of performing the work are not stipulated except where considered essential for successful completion. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. 4. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20250008 02/14/2025; Superseded General Decision Number: NM20240008; State: New Mexico; Construction Type: Heavy; County: Otero County in New Mexico, will govern work under this contract. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. 5. An organized site visit will be conducted, with details available in the solicitation. The tentative date for issuing the solicitation is on or about 5 May 2025, bid opening is to be determined (TBD), and completing contract performance 60 calendar days after NTP under TBD solicitation number. 6.
