Attachment 5,DRAFT_TE-4 Historical Schedule, added to the attachment list. ***Updated and reflected on RFI as of 04 September 2024 REQUEST FOR INFORMATION (RFI) Procurement Office: The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG), is currently conducting market research to attempt to bolster government and industry coordination and partnership in supporting the Department of Public Works at the United States Army Yuma Proving Ground (USAYPG), AZ. This RFI is being issued to inquire about Solid Waste Management Services for the USAYPG, AZ. A draft Performance Work Statement (PWS) with its draft technical exhibits are provided as attachments. THIS REQUEST FOR INFORMATION (RFI) is solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Further, MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. The Government is interested in any input from the industry as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. INFORMATION: Proposed item to be supplied is anticipated to be classified under the following North American Industry Classification (NAICS) 562111– Solid Waste Collection, which was considered and selected as it comprises of establishments primarily engaged in one or more of the following: (1) collecting and/or hauling nonhazardous solid waste (i.e., garbage) within a local area; (2) operating nonhazardous solid waste transfer stations; and (3) collecting and/or hauling mixed recyclable materials within a local area. The associated SBA size standard for the referenced NAICS is $47 million dollars. Could you provide more details on how emergency support will be initiated and managed, especially in cases of inclement weather or other emergencies? Response: PWS 1.7.3.2. Possible but highly unlikely scenarios would be an active shooter, act of terrorism or weather event (flash flood) on YPG. If contractor personnel are on YPG during such times, they must cooperate with the YPG authorities. They may be detained, rerouted, or escorted and are subject to vehicle at any time. The contractor should contact the COR immediately for instruction. 2. Scope of Work: Are there any anticipated changes to the scope of work or additional services that may be required beyond those listed in the PWS? Response: No 3. Recycling Program: Although the PWS states that Yuma Proving Ground. does not currently incorporate a recycling program, could you confirm if there are any future plans to integrate recycling into the solid waste management services? Response: No. However, the decision to mandate a recycling program could be made by a higher authority as a result of policy change, environmental concerns etc., beyond YPG's control. If that were to occur after contract award, it would be assumed modifications to the contract would have to happen and compensation provided where necessary. 4. Site Access and Security: The Collection Sites Maps (TE-1) and Data (TE-2) indicate various locations across YPG. What specific security protocols will be required for contractor personnel and equipment accessing these sites, and are there any unique access challenges we should prepare for? Response: Contractor personnel will have to acquire a visitor and range pass. They must not have a felony record, must be a US Citizen and possess a valid drivers license. All contractors will be required to attend some in-person and computer based "security" and operations training. Typically a few hours will be required. Equipment (trucks) must meet any applicable DOT requirements. Some container locations are on the YPG Firing Ranges. Access is via gravel roads (maintained) and may be 10-15 miles from paved access roads. They will encounter temporary delays at roadblocks or other barriers at times and will be required to communicate with Range Control for directions on how to proceed. Addition training will be required by the Visitor Control and Range Center prior to issuing passes. 5. Vehicle and Equipment Requirements: Are there any additional vehicle or equipment specifications beyond those mentioned in the PWS that contractors need to be aware of? Response: No 6. Environmental Compliance: Could you provide more information on the specific environmental regulations that must be adhered to, particularly any local regulations that may differ from federal standards? Response: Refuse collection, transportation and disposal does not have any additional requirements beyond what is required in the general public with the following exceptions: Any hazardous material spill must be reported immediately to the YPG Dispatch and COR. Hazardous material will not be collect/transported in the regular collection bins. In this sense, hazmat is referring to vehicle spills of fuel, oils, etc. Regarding "Special Event" service orders, there is a requirement to provide a 20/40 yard roll off container for the sole purpose of hazmat cleanup/disposal. Typically, a container is delivered to the site and YPG Environmental personnel will manage the process of the cleanup. The COR will notify the contractor when to transport the container to the YPG Hazmat facility for processing. Once complete, the COR will notify the contractor to dispose of the contents at the appropriate location. Once the material leaves YPG the contractor is responsible for the transportation and control of the contents.
