THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to award a Blanket Purchase Agreement for a mobile shoe store, in order to meet mandatory requirements for safety boots needed by individuals performing their duties while at work. This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 316210 Footwear Manufacturing. The size standard is 1,000 employees. The following are the mobile shoe store requirements: The government intends to acquire a BPA for a mobile shoe store, in order to meet mandatory requirements for safety boots needed by individuals performing their duties while at work. TAAB has multiple positions which require special safety boots, to include, aviation maintainers, aircraft refuelers, rescue technicians and warehouse employees. The mobile shoe store must be able to access Davison Army Airfield, Fort Belvoir, VA 22060. The mobile shoe store must be able to come to the airfield multiple times a year and must be able to be scheduled within a 10 business day window. The mobile shoe store must have a selection of at least 10 different boots on hand, that have safety toes, non-slip and provide electrical hazard protection. The mobile shoe store must have the ability to come with multiple sizes and widths, in stock, where personnel can walk away from the truck with boots. The mobile shoe store will be able to provide a proper fitting on site. CONTRACTOR PLANS: 1.0 Work Plan: The work plan shall be prepared and implemented by the Contractor as part of their project work. The work plan shall apply to all tasks/activities and products required by this task order. Responses to this Sources Sought Notice shall be e-mailed to the Contract Specialist, Swamana N. Rogers at swamana.n.rogers.civ@army.mil with a courtesy copy (cc) to Kenneth Lutes, kenneth.l.lutes.civ@army.mil at no cost to or obligation to the Government no later than 3 June 2024 at 12:00 p.m. EDT (Fort Belvoir local time). In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, UEI number, CAGE code, and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Recommendations to improve the approach/specifications to acquiring the identified items/services. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
