Note: Please refer to entire draft PWS for further information. In accordance with the draft PWS, para C.1.1 and C.1.2 to define a description of the service: C1.1. Scope of Work: The Contractor shall provide all labor, supervision, tools, equipment, supplies and materials necessary to perform scheduled preventative maintenance, inspection, service calls (routine and emergency), incidental repairs, and requested renovations as specified for elevators and dumbwaiters at various locations on Fort Meade, Maryland under the provisions of this contract. C.1.2. Liability of the Contractor: The contractor shall be responsible for full elevator maintenance service to comply with national Elevator Industry Inc. (NEII) part 7 Maintenance Guidelines, ASME A17.1 maintenance requirements, ASME A18.1 code inspections and tests, elevator performance measures, repairs and call backs for all elevators and dumbwaiters. The intent of this contract is to have all the responsibility for operation, management and supervision, and whenever possible, the majority of repairs and preventive maintenance accomplished by prime Contractor personnel. However, if the Contractor identifies a repair or service outside the skill sets of in house personnel, the Contractor shall provide written justification in advance, to the Contracting Officer (KO), Contracting Officer’s Representative (COR), or designated government representative, for approval of the need to use a subcontractor. The use of subcontractors must adhere to the security clearance requirement of this solicitation set forth in this contract. The Contractor shall not use subcontractors to perform repairs unnecessarily or with the intent of driving up the repair cost.
