This is a Combined Synopsis/Solicitation. The Mission and Installation Contracting Command (MICC) at Fort Bliss, Texas anticipates issuing multiple Blanket Purchase Agreements (BPAs) to atleast three (3) but no more than five (5) firms capable of supplying and delivering propane gas to multiple locations throughout Fort Bliss, Texas and White Sands Missile Range (WSMR), New Mexico. The Contractor is expected to refill the Government owned propane tanks in an effort to sustain 80% fill on every tank, which range in sizes. The usage of propane is seasonal, and is mainly during the months of September through March. The establishment of the BPAs does not imply any agreement on the part of the Government to place future contracts or orders with the BPA holders. The Government makes no representation as to the number of calls or actual amount of supplies to be ordered. However based on historical data average usage is approximately 314,889 gallons of propane per year, this includes both installations. There will be no guaranteed minimum quantities purchased and the Government will be obligated only to the extent of authorized calls placed against the resulting agreement. The anticipated duration of the BPA shall be five (5) years, from 25 September 2020 to 24 September 2025. This procurement is being solicited as one hundred percent (100%) Small Business set-aside. The North American Industry Classification System (NAICS) code is 325120 Industrial Gas Manufacturing with a size standard of 1,000 employees. Prospective contractors shall be registered in the System for Award Management (SAM) in order to be eligible to receive an award, and have the NAICS code listed above under Reps & Certs. Questions regarding this solicitation are due no later than 01:00 P.M. MST, 08 September 2020. Responses to this solicitation are due by 3:00 P.M. MST on 16 September 2020. Respondents shall include the technical and/or contractual Point of Contact (POC) to include name, position, telephone number, email address, company cage code, DUNS number and Federal Tax Identification number. Respondents shall also include qualified source questionnaire. Offerors must be registered in SAM to be eligible for an award of Government contracts.
