NOTE: This is a Pre-Solicitation Notice. The Mission and Installation Contracting Command (MICC) Fort Bragg, North Carolina, has a requirement to provide support to the U.S. Army Forces Command's (FORSCOM's) Language and Culture Services program. The primary objective of the program is to assist Active Army (AA), Reserve Component (RC), and Army National Guard (ARNG) linguists to achieve and maintain/sustain the Army minimum qualification level of ILR L2/R2 and/or S2 [depending on the Military Occupational Specialty (MOS)] and strive to enhance proficiency to the Army's stated goal of L3/R3/S3, as measured by the DLPTS, to meet the requirements of military engagements and contingencies. An additional objective is to provide pre-engagement language and/or culture instruction to a select number of General Purposes Forces (GPF) to achieve, at least, ILR L0+/S0+, with the stated goal of ILR L1/S1 or higher, as measured by the DLPTS or other Government-designated assessment tool(s). The anticipated period of performance includes an 12-month base ordering period of 1 December 2019 through 30 Nov 2020 (includes a one (1) month phase-in period), with four (4) 1-year option ordering periods. The Government intends to award a IDIQ Type Contract for this requirement. This acquisition basis is NOT DETEREMINED AS THIS TIME. The assigned National American Industry Classification System code is 611630 "Language Schools" with a small business size standard of $11.0 million. MICC - Fort Bragg anticipates issuing the Request for Proposal (RFP) on or about 1 Aug 2019. The closing date for submission of proposals will be contained in the RFP. Offerors must be registered in the System for Award Management Maintenance database prior to award of a government contract, http://www.sam.gov/. The RFP will be available at the Federal Business Opportunities (FBO) website: https://www.fbo.gov.
