A sole source Cost-Plus-Fixed-Fee contract is proposed to provide research, development, test, evaluation, experimentation, and assessment services in support of national security for the Army, Navy, Air Force, other DoD and government agencies. The contract will deliver non-personal engineering and technical expertise for the operation, maintenance, and support of testing facilities and instrumentation at White Sands Missile Range (WSMR), Holloman Air Force Base (HAFB), the Center for Countermeasures (CCM), and the Naval Sea Systems Command (NAVSEA) Port Hueneme detachment at WSMR. The procurement is justified under the statutory authority for only one responsible source. A draft Performance Work Statement is attached.
