INTRODUCTION The MICC Fort Leavenworth, KS Office is issuing a Sources Sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the Center for Army Leadership at Fort Leavenworth. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THE GOVERNMENT INTENDS REVIEW POTENTIALLY CAPABLE AND AVAILABLE SOURCES TO MAKE A DETERMINATION FOR POSSIBLE SOCIO-ECONOMIC SET ASIDES. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. *PROGRAM BACKGROUND* The Center for Army Leadership (CAL) is seeking a Commercial Off the Shelf (COTS) solution to provide, formulate and input a multitude of Army Assessments for varying military centric audiences. The cArmy Enterprise Assessment System (cAEAS) is an US Army operated assessment and feedback delivery platform hosted on the cArmy Azure Cloud. The platform is located behind a F5 firewall and contains impact level 4 (IL4) information/data. User access is limited to DoD common access card (CAC) holders which are authenticated through Enterprise Access Management Services-Army (EAMS-A). Once logged into cAEAS, users can self-initiate leader development self-report and multisource (360-degree) assessments. Further, users can complete assigned assessments and requests for feedback. Completion of assessments produce feedback reports customized from the results of one (self-report) or more assessments (multisource). Feedback reports are housed within a feedback report repository for continual access throughout a Soldier or civilian’s Army career. Administrative functions on cAEAS allow for the creation and deployment of assessments, feedback reports, and collections at-scale for the Army (i.e., from individual Soldiers up to brigade-sized units). Collections include both single-source and/or multisource assessments. Collections are managed and monitored through role-based access (RBA). RBA also allowing monitoring user engagement with the platform, assessments, and feedback reports through drill-down dashboards. ELIGIBILITY The applicable NAICS code for this requirement is 541611 Administrative Management and General Management Consulting Services with a Size Standard of $24.5M. The Product Service Code is R499 – Other Professional Services. Contractor’s responding to this Sources Sought Notification shall provide their UEI and Cage Code with their corresponding SAM registration to include a Company Point of Contact for clarifications. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length in Times New Roman font not less than size 12. The deadline for response to this request is not later than 2:00 pm, CST, May 3rd, 2025. Responses under this Sources Sought Notification are to be e-mailed to Mr. Christopher Barnes at the following e-mail – christopher.a.barnes74.civ@army.mil. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement as described above in the *PROGRAM BACKGROUND*? 2.) Does your organization have the ability to draft and build sample assessments that would include a product demonstration of fielding the assessment in a COTS system? 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to provide Commercial Off the Shelf organization assessments / surveys with ability to provide meaningful analysis from the assessment respondents. 5.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements of both electronic and physical media. The estimated period of performance consists of a one base year and two (2) option years. The contract type is anticipated to be a Firm Fixed Price award. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
