The MICC Fort Leavenworth, Kansas office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and have the resources to support the requirement to provide FICO Xpress Optimizer and Xpress Insight Software that provides optimization and UIF software for test assembly purposes, but has the specialized optimization and UIF software with the requisite analytical, programming and optimization functions specific to foreign language testing. The intention is to procure these services on a competitive basis. The Language Proficiency Assessment Directorate (LPAD) of the Defense Language Institute Foreign Language Center (DLIFLC) requires the procurement of FICO Xpress Optimizer and Insight Software and Configuration Services for the DLPT automatic test assembly (ATA) platform. The ATA platform will be comprised of two separate software components working in tandem: FICO Xpress Optimizer & FICO Xpress Insight. FICO has a suite capable of multiple simulation and predictive modeling building, and a scoring engine for metrics and calculations that is well-equipped and powerful to accommodate large volumes of data for formatting, coding and statistical analysis required for the DLPT automatic test assembly. The Contractor shall provide software license for FICO Xpress Optimizer and Xpress Insight programs in support of the areas specified in Program Background (above).
