Combined Synopsis/Solicitation in accordance with FAR subpart 12.6. The Government hereby submits a combined synopsis/solicitation to award a sole source firm-fixed-price purchase order for a base year and one 12-month option year for Moodle SW to become the new Learning Management platform for the Army Learning Management System (ALMS). The ALMS current software solution in production is reaching end of life and will no longer be supported in its current On-Premise state. This creates a need to move the Army Learning Management System from the current platform, Saba, to different software solution. As such, the ALMS is undergoing a technology refresh and will be configured to use Moodle SW as its Learning Management platform. Moodle will be the core software used to deliver training to over 1.5M Soldiers and Civilians. The Moodle SW has been tested and proven to meet the needs of the Army Training Information System (ATIS) mission requirements. The identified Moodle Learning Management System (LMS) solution must be procured to ensure proper interoperability with the architecture solution for LMS tech refresh. A base year and one 12-month option year Purchase Order will be issued to Moodle US LLC, 8101 College Blvd, Suite 100 PMB1007, Overland Park KS 66210 for the performance period of August 30, 2023 through August 29, 2025. A redacted Sole Source Justification and Approval using FAR 13.501 will be posted in accordance with FAR 13.501(a) (iii). The determination not to compete this proposed contract action is solely within the discretion of the Government. Capable parties may submit their quotes and authorization to respond to this requirement by August 15, 2023 at 10:00 AM (EDT).
