THIS IS A Special Notice ONLY. The U.S. Government currently intends to award a contract for Contaminated Human Remains containment equipment on a SOLE SOURCE basis. The proposed sole source, firm fixed price contract to Federal-Fabrics-Fibers for Contaminated Human Remains containment equipment. The statutory authority for the sole source procurement is FAR 13.501-(a)(2), for purchases exceeding the simplified acquisition threshold (SAT), only one source reasonably available. Delivery of this contract is intended to provide the U.S. Army Quarter Master School (QMS) the capability to acquire Contaminated Human Remains containment equipment. The purpose of this requirement is to purchase specialized containment bladders and associated accessories allowing operational Army Mortuary Affairs (MA) units to train for the safe containment and transport of contaminated human remains as directed by Headquarters Department of the Army (HQDA) in conjunction with the Joint Staff J-8 Joint Program Manager for Chemical Biological Radiological and Nuclear (JPM CBRN). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The NAICS codes is 314910 - Textile Bag and Canvas Mills; Small Business Size Standard – 500 employees. If you feel your company can meet the needs of the requirement, please provide the following: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
