SOURCES SOUGHT NOTICE FOR AUTOMATIC DOOR MAINTENANCE AND REPAIR SERVICES THIS IS A SOURCES SOUGHT NOTICE ONLY. The U.S. Government desires to procure the Automatic Door Maintenance and Repair Services on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought notice with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 238210 Electrical Contractors and Other Wiring Installation Contractors, with a Small Business Size Standard of $16,500,000.00. The Product Service Code is J059 - Maintenance, Repair, And Rebuilding of Equipment - Electrical And Electronic Equipment Components. A continuing need is anticipated for the Automatic Door Maintenance and Repair) (which is currently being fulfilled through current contract # W911S816D0008). The Contractor shall perform maintenance and repair services for automatic doors at various facilities throughout Joint Base Lewis-McChord (JBLM), WA. Performance of these maintenance and repair services requires specialized technical skills currently provided through contract services. Maintenance includes, but is not limited to, all inspections, testing, routine service, and maintenance in accordance with (IAW) the most current commercial industry standards, codes and regulations, NFPA, American National Standard for Power Operated Doors, ANSI/BHMA A156.10, and manufacturer’s recommendations and requirements. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Annex A (PWS) - Base Operations_11 Sept 20 and Annex H (PWS) - Base Operations_11 Sept 20). The estimated period of performance consists of base year plus 4 options with performance commencing in April 2021. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be a requirements contract in accordance with FAR Part 16.503 The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the McNamara-O'Hara Service Contract Act (SCA). Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, PST, 29 October 2020. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Scott A. Byrd, in either Microsoft Word or Portable Document Format (PDF), via email scott.a.byrd.civ@mail.mil All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought. In response to this sources sought, please provide: 1.
