Update 1: To clarify, the period of performance for the base year is from 12 December 2022 - 11 December 2023 (calendar year). The original period of performance in the PWS is reported in fiscal year. 1. General: This is a non-personal services contract to provide hourly rental of a Vertical Wind Tunnel (VWT) facility and VWT instructor training of USAOTC/ABNSOTD free fall jumpers and mission partners. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform training/coaching of military free fall jumpers and provide a VWT facility as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2. VWT Operations. The Contractor shall provide a wind tunnel operator that is responsible for controlling the speed of the wind tunnel. The contractor shall ensure that helmets, jump suits, goggles, and footwear are available during VWT operations if required. The Government estimates that they will use a minimum of 65 hours and maximum of 195 hours of VWT time per year. The Government will coordinate hours of VWT availability directly with the Contractor. During the times of Government use, the VWT use will be restricted to authorized Government personnel only. 1.3. VWT Training. The Contractor shall provide instructor training to MFF personnel. The Government estimates that they will use a minimum of 12 hours and maximum of 36 hours of instructor training per year. 1.4 Quote: Contractor shall provide quotes for the cost of one hour for VWT time and one hour for instructor training. 1.5 Background: Use of the VWT allows test parachutists to training on procedures in a controlled environment prior to using those procedures in actual skydiving. Wind tunnel training is critical to the USAOTC Airborne and Special Operations Directorate (ABNSOTD) test parachutist program and is one of the safest ways to train Military Free Fall (MFF) jumpers. The vertical wind tunnel allows coaches to work with jumpers and fine tune their air skills and body position. This allows the jumpers to “fly” for an extended period of time. Wind tunnel training also allows ABNSOTD to prepare its MFF jumpers for MFF School. It is a vital tool that greatly enhances the ABNSOTD MFF program. 1.6 Objectives: The major objective of this requirement is for the vendor to provide a facility and training expertise to allow ABNSOTD’s MFF jumpers to prepare for test parachutist events, develop and maintain MFF skills, and prepare for MFF school. 1.7 Scope: The Contractor shall provide a VWT training facility with personnel responsible for controlling the VWT equipment. The Contractor shall provide an instructor to coach and train MFF jumpers as required. The contractor shall provide VWT training for ABNSOTD military/authorized DoD personnel and static line or MFF personnel only. 1.8 Period of Performance: The period of performance shall be for a two-year period, Base plus one Option Year. Base year is in accordance with Government FY reporting, begins December 12, 2023, through Decemebr 11, 2024. 1.9 General Information 1.9.1 Hours of Operation: The Government will coordinate directly with the Contractor for VWT facility and/or trainer availability. 1.9.2 Place of Performance: The work to be performed under this contract will be performed at the Contractor’s VWT facility. 1.9.3 Type of Contract: Indefinite Delivery/indefinite Quantity 1.9.4. General Training Requirements: The Contractor is responsible for hiring qualified personnel with required certifications in performance of this contract.
