The U.S. Army Engineering and Support Center,Huntsville (CEHNC) UESC program negotiatescontracts with local electric, gas, or water utility companies through which the utility companies provide federal agency customers with comprehensive energy and water efficiency improvements and demand reduction services. UESC projects can encompass a broad range of energy conservation measures (ECMs), including system upgrades and re-commissioning, deep retrofit projects, renewable energy, cogeneration plants and microgrids. UESC gives federal customers the flexibility to tailor a project to a customer’s energy needs and financing strategies. UESC projects can also incorporate energy resiliency and security to addressthe Army requirement to reduce the risk to critical missions. Under a UESC, a selected local electric, gas, or water utility company (“Utility” or “Contractor”) assesses the energy savings opportunities at an installation or Garrison (“Customer”), determines the ECMs, fronts the capital costs (generally through third- party financing), and designs, installs, and implementsthe ECMs at that installation. The Utility is paid back over time from the resulting savings. Savings must be equal to or greater than the amount invested.
