This synopsis is to make available a notice of proposed contract action as required by FAR 5.201. The Government intends to issue a solicitation, W912DY-19-R-XXXX, in May 2019. Project Title: DoDEA Europe (Bahrain & Naples) MNS Project Location: JUFFAIR BAHRAIN BH / Naples Elementary School, Naples The U.S. Army Corps of Engineers, Engineering and Support Center (CEHNC) requires a contract to support the Department of Defense Education Activity (DODEA) Europe for Mass Notification System. DoDEA Europe has two schools located in Naples, Italy and one school located in Bahrain that require Mass Notification System (MNS). Currently, Bahrain does not have a MNS only PA microphones at select locations. The two locations in Naples have a PA system and some MNS equipment located in 4-5 rooms that does not connect to the main office. The solicitation will be an unrestricted competitive acquisition. The North American Industry Classification System (NAICS) code is 811213 - Communication Equipment Repair and Maintenance and the size standard is $11M. This solicitation will be issued in electronic format only. The proposal due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, faxes, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. A site visit is Highly Recommended for all firms providing a solution in response to the pending solicitation. Site visit during this RFP shall be at the expense of firms interested in this requirement and is nonrefundable by the Government. Firms should consider any financial burden before attending. If interested in attending the site visits. Vendor acknowledgement of site visit participation is required by 24 May 19. Site Visit Schedule: - Bahrain - Site visit from 0900-1530hrs local time on Tues, 11 June 2019 * Bahrain flights are typically only at night due to heat. - Naples - Site visit from 1130-1530hrs local time on Thursday, 13 June 2019 **Required Information for Base Access** 1) Full names, visit dates, and reason for all visitors. 2) Government personnel- CAC card entry/orders. 3) Provide a copy of a police background check, copy of valid passport, and a reason for site visit. All copies and required by 28 May 19. REQUEST FOR PROPOSAL INFORMATION This upcoming RFP will be solicited in May/June 2019 with a bid opening/award in July/August 2019. This RFP package will be downloadable from the Government Point of Entry (GPE) at www.fbo.gov. The project files will be in Portable Document Format (PDF) and can be accessed utilizing Adobe Acrobat Reader. This RFP will be made available for free and there are no charges for viewing or extracting the information. DoDEA Europe (Bahrain & Naples) MNS: Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. After completing SAM, in order to download documents contractors and their subcontractors must register at www.fbo.gov. In order to locate solicitation, Contractors can go to FedBizOpps and search for the solicitation number at www.fbo.gov.
