This is a REQUEST FOR INFORMATION (RFI). This announcement seeks information from industry that will be used only for preliminary planning purposes. This is not a solicitation for proposals; no proposals are being requested or accepted, and no contract shall be awarded from this announcement. The U.S. Army Corps of Engineers' Engineering and Support Center, Huntsville (CEHNC) is the assigned responsible agency for several automated applications, including modules of the DD Form 1391 Processor System (DD1391, DD1390, ENG3086, etc.), and the following personal computer applications (PC-Apps): Economic Analysis Package (ECONPACK), Information Systems Cost Estimator (ISCE) and PC-Cost. CEHNC is seeking to identify qualified business sources to provide service and functional support in the areas of customer training (workshops), helpdesk support, and quality assurance. Assistance is needed with documentation, technical presentations, automatic data processing, reporting, web technologies and other information technology supporting the functional aspects of a software product. Scope: a. Develop, prepare and package training materials (i.e., training manuals, reference materials, software, presentation charts, etc.), include required supplies for delivery; and provide to the Government. b. Provide service and functional support to maintain a professional responsive customer helpdesk, providing email and telephonic assistance to users on all programs associated with the DD1391 Processor Modules and PC-Apps. c. Provide Quality Assurance/Quality Control (QA/QC) support for the DD1391 Processor and related PC-Apps. d. Evaluate, update and validate system files, using information and data provided by the Government, as well as verify compliance with all DOD, Army, and local regulations, policies and procedures, with special emphasis on 508 compliance. e. Develop, analyze, update and/or modify functional user documentation such as user manuals, training materials, tutorials, User Help Guidance, etc. found in the DD1391 Processor System and each of the PC-Apps. The Government is requesting information, pursuant to FAR Part 10, in support of market research to identify potential sources that possess the capability to execute the work identified. The proposed NAICS Code is 541511. This RFI is unrestricted to allow small and large businesses to respond. Any firm that believes it can provide services that meet the Government's need is invited to submit a response by 2 p.m. Central 08 February 2019 via email to the Contract Specialist: Julia.C.Bobick@usace.army.mil. Your company does not have to have every capability listed above to respond. Please provide the best responses to your company's capabilities. Responses: The Government requests responses include the following information: • Company Name and address • Name, phone number and email of designated point of contact • CAGE Code • Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) • Contract references (Agency, Contract Number, Contract Value, Period of Performance), contract type (Fixed Price or Cost Reimbursable) and their relevance by describing how the reference correlates with the above tasks in terms of scope and complexity. • The specific technical skills the company possesses that ensure capability to perform the requirements. This notice is for market research purposes only and is NOT a Request for Quote (RFQ)/Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. No telephone, hard copy or facsimile requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
