This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5. The United States Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) Contracting Center has an anticipated requirement to renovate Conference Rooms 1 & 2 and the Executive Suite in building 2592 at 7701 Telegraph Rd. on the grounds of the Humphrey’s Engineering Center (HEC), which are part of the US Army Corps of Engineers (USACE) in Alexandria, VA, 22135. The scope of work includes demolishing the existing raised floors, raised platforms, drywall, two existing doorways, ceiling tiles and lighting and constructing new raised floors, sound-dampening-gypsum-panel walls, two new doorways and one window, new electrical and data outlets, and new ceiling tiles and light fixtures. See the attached Statement of Work (SOW). This procurement will be solicited using North American Industry Classification System (NAICS) 236220- Commercial and Institutional Building Construction, with a small business size standard of $39.5M. The estimated magnitude of construction is between $250,000 and $500,000. A solicitation in the form of a Request for Proposal (RFP) for this acquisition will be released on or about June 20, 2022 and will close on or about July 20, 2022. It is anticipated that the contract will begin on or about August 22, 2022 with a Period of Performance of no more than 150 days. This acquisition will be 100% set-aside for competition among firms that represent and certify themselves as Small Businesses under NAICS 236220 in the System for Award Management (SAM) website at www.sam.gov. The location of work is in Fairfax County, VA. See attached Davis-Bacon Act (DBA) Wage Determination. This Pre-solicitation Notice seeks to provide information to interested parties about a potential opportunity to perform the construction, additions, alterations, or maintenance and repairs as described above and on the attached SOW. No response to this Pre-solicitation Notice is desired or required. This Pre-solicitation Notice does not commit the Government to contract for any supply, service or construction. If and when the anticipated solicitation is released, respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to the solicitation. All costs associated with responding to the solicitation will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not desired, not required, not considered offers and cannot be accepted by the U.S Government to form a binding contract.
