The U.S. Government currently intends to award a contract for a full-service on-site maintenance contract. Contractor shall furnish all parts, labor, equipment, materials, travel, and transportation to perform all scheduled and unscheduled maintenance for Evans Army Community hospital at Fort Carson, CO on a SOLE SOURCE basis, but is seeking vendors that may be able to perform this requirement to support a competitive procurement. Accordingly, the U.S. Government highly encourages all small socioeconomic category to participate if able. The proposed sole source action is for Firm Fixed Price contract with Time and Materials line item for repairs. The statutory authority for the sole source procurement is FAR 13.106(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization; no other supplies or services will satisfy agency requirements. Seeking only authorized Leica manufactured equipment, technically qualified technicians to perform full annual preventative maintenance and remedial repairs per piece of equipment, for the following government owned equipment: Model Description Quantity ASP300 S TISSUE PROCESSOR 1 ASP300 S TISSUE EMBEDDING EQUIPMENT 1 CM1850 UV MICROTOME, CRYOSTAT 1 CM1850 UV MICROTOME, CRYOSTAT 1 EG1150 H TISSUE EMBEDDING EQUIPMENT (HOT PLATE) 1 This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government wide Point of Entry, if applicable. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The NAICS code is: 811210 Electronic and Precision Equipment Repair and Maintenance. In response to this source sought, please provide: 1. Contractor will provide only technically qualified System technicians who are factory trained and certified to perform maintenance on the equipment in Table 1 and have a minimum of two years of experience working on the contracted equipment. Service personnel must have a good working knowledge of the equipment. 2. The Contractor (if required) shall only install System firmware and software upgrades as necessary to keep up with annual improvements and Evans Army Community Hospital expansions, to ensure that Leica Equipment is running according to manufacturer’s specifications. 3. The Contractor (if required) shall only install System Hardware, Firmware and Software to be in compliance with the manufacturer’s specifications to the Leica Equipment. 4. Is your company able to source new or reconditioned OEM parts for the equipment referenced above? 5. The Contractor shall not hire off-duty Government employees who serve as inspector or COR’s in their Government position, or any other persons whose employment would result in a conflict of interest. 6. The Contractor shall submit reports to the COR or Contracting Officer as requested for use in monitoring Contractor performance. Such reports may include, but are not limited to, a service report as identified in paragraph. 7. Does your company have the capability/personnel to adhere to the following response/completion time frames: a) Must respond by telephone within four (4) hours during normal duty hours/days and within six (6) after normal duty hours/days. b) Repairs must be completed within three (3) working days of telephonic notification of malfunction. c) Contractor provides a plan for service coverage if less than two (2) personnel are trained on the equipment. The plan describes and ensures the Government is not without service support for more than one day (i.e., coverage during technician illnesses, vacations, terminations, and /or strikes).
