Sources Sought OCONUS Dental Services RHCO-E Landstuhl, Germany This is a Source Sought Notice Only in accordance with Federal Acquisition Regulation (FAR) 10.001(a)(3)(i), in order to determine if sources exist capable of satisfying the agency need, the Government will consider all responses to this sources sought. It is the responsibility of potential offerors to monitor the contract opportunities on the sam.gov website for additional information pertaining to this requirement. This notice does not restrict the Government's acquisition approach on a future solicitation. OBJECTIVE: This sources sought notice is being issued to identify potential sources capable of providing qualified personnel to support providing OCONUS Dental Services in Germany, Belgium, Italy, and Korea. Under this requirement, the contractor shall provide General Dentists, Dental Hygienists, Pediatric Dentists, and Orthodontists. Interested sources should be capable of vetting and providing qualifies individuals. This requirement will be for personal services. CONTRACT TYPE: The anticipated contract type is firm-fixed price and the period of performance would be for a one-year base period and four additional one-year options. PLACE OF PERFORMANCE: Medical Treatment Facilities (MTFs) in Europe and South Korea and potentially the AFRICOM and CENTCOM Areas of Responsibilities (AOR). CONTRACT CAPACITY: The total estimated contract capacity is $45M for the base year and four option years. ADDITIONAL CONSIDERATIONS: Health care worker positions on this contract for Germany and Italy are classified under Article 72 and Article 73 of the Supplementary Agreement to the Status of Forces Agreement (SOFA) as Troop Care and are, therefore, authorized status accreditation under the SOFA. Subcontractors are not eligible for Troop Care Status Accreditation (TCSA). Only the prime contractor can gain TCSA. INDUSTRY RESPONSE REQUEST FOR MARKET RESEARCH: This is not a solicitation, and will not result in a contract award. No proposals are requested at this time. This is a sources sought for Industry interest to establish market research for acquisition planning purposes only. The Government desires that respondents offer their experience and recommendations on the following questions and issues related to the procurement of commercial personal dental services in support of MEDCOM Europe. We recommend that you first review the “draft” Performance Work Statement (PWS) so that you may have a better insight on the questions below. Does your company have standard commercial rates utilized for personal health care workers for the types services described in the OBJECTIVE above? If not, are you aware of other companies that have commercial rates for these types of services? If so, please explain. The Government is considering evaluation methods to allow for the use of experience and past performance going back only three years that is relevant, of same magnitude, supporting requirements in simultaneous locations, with DoD agencies and OCONUS geographical region experience. What else should be considered or not? What is your company’s average revenue for the past 3 years? Discuss any concerns, comments or recommendations you may have with the contents of this sources sought notification. Do you foresee any recruitment, staffing or placement issues considering all four (4) healthcare market segments of Germany, Italy, Bavaria, Belgium, and Korea and the extensive OCONUS geographically dispersed areas? What Agencies do you have experience working with? (DoD, Air Force, Space Force, Army, DHA, Navy, US Coast Guard, Other (please list the agency) and in what OCONUS locations? Based on the labor categories, minimum qualifications and job descriptions, provided in this announcement, is it feasible to price these services on an hourly basis inclusive of benefits, fringe, etc. throughout a five year period? How does your company plan on meeting critical performances objectives which are: overall fill rate; on-time fill rate; turnover rate; and replenish rate. What are other current or perceived barriers that industry is aware of when staffing for healthcare workers services at this magnitude? What requirements in the PWS are considered restrictive and justification for not being interested in this requirement?
