The U.S. Government currently intends to award a contract for a full-service on-site maintenance contract. Contractor shall furnish all parts, labor, equipment, materials, travel, and transportation to perform all scheduled and unscheduled maintenance for the William Beaumont Army Medical Center (WBAMC) at Fort Bliss, TX on a SOLE SOURCE basis, but is seeking vendors that may be able to perform this requirement to support a competitive procurement. Accordingly, the U.S. Government highly encourages all small socioeconomic category to participate if able. The proposed sole source action is for Firm Fixed Price contract with Time and Materials line item for repairs. The statutory authority for the sole source procurement is FAR 13.106(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization; no other supplies or services will satisfy agency requirements. Seeking only authorized DAKO technically qualified technicians to perform full maintenance and repair services on the DAKO Slide Stainer, Model AR310 SN: SG1939AA002. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government wide Point of Entry, if applicable. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The NAICS code is: 8112110 Electronic and Precision Equipment Repair and Maintenance. In response to this source sought, please provide: Does your company have DAKO technically qualified technicians who are formally trained on maintaining and repairing the equipment referenced above. Is your company able to source new or reconditioned OEM parts for the equipment referenced above? Does your company have the capability/personnel to adhere to the following response/completion time frames: a. Must respond by telephone within four (4) hours during normal duty hours/days and within six (6) after normal duty hours/days. b. Repairs must be completed within three (3) working days of telephonic notification of malfunction. c. Contractor provides a plan for service coverage if less than two (2) personnel are trained on the equipment. The plan describes and ensures the Government is not without service support for more than one day (i.e., coverage during technician illnesses, vacations, terminations, and /or strikes).
