The Medical Readiness Health Contracting Office-West (formerly Regional Health Contracting Office-Central), in Fort Bliss, Texas is issuing this sources sought synopsis on behalf of William Beaumont Army Medical Center (WBAMC), El Paso, TX to be used for preliminary planning purposes. Medical Readiness Health Contracting Office-West has an upcoming requirement to solicit for a Laser Surgical Handpiece, Erbium YAG laser 2940 nm wavelength "ProFractional Precision Handpeice" used for achieving fractionated resurfacing results for scars. The handpiece is part of an accessory added to the JOULE multi-module system that needs to be compatible with Joule Laser System ECN# 086210, Sciton Inc. awarded under contract# W912DY-18-F-0638 on 8/7/2020. The Equipment is listed as: surgical Handpiece that must be compatible with Joule Laser System ECN# 086210, Sciton Inc. Handpiece must generate Erbium:YAG laser 2940 nm wavelength. Handpiece software must be compatible with Sciton Joule Laser System computer. Handpiece must be able to generate a laser for ablation to the depths ranging from 25 micrometers to1000 micrometers Handpeice must be able to generate laser in a profractioaned pattern ranging from 1.3 mm x 1.3 mm to 20 mm x 20 mm in size. Handpiece must be able to adjust treatment area percentage from 5.5% to 22% with the generated laser. Handpiece must be capable to generate laser for coagulation depth of 50 micrometers to 150 micrometers. Vendor must provide Handpiece software install. Vendor will provide initial set up of handpiece to laser system. No grayed/refurbished. New Equipment Only. Operator/User Manual 2 each. Module - (High speed 430micron with randomized pattern software) - requires 2940 module. The scanner handpiece needs to be compatible with the M8527M Joule Laser system. The handpiece allows the use of the ER:YAG 2940 nm laser to penetrate deep into the dermis to treat disfiguring scars. This request is anticipated to result in a Firm Fixed-Priced contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement 339113– “Surgical Appliance and Supplies Manufacturing”. The Small Business Size Standard is 750 employees. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract for this requirement. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information: 1) Organization name, address, email address, Web site address, telephone number, and size (small versus large business) and type of ownership for the organization; 2) Must provide documentation showing authorization. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
